City Council Minutes 5-15-00 — Page 2 <br />Mr. Kneupper informed Council this would allow the City to enforce codes and <br />ordinances through allowing the City to pay for corrections of violations and <br />place a lien on the property for any associated fees. <br />City Manager Robert T. Herrera requested Council to review the document <br />provided and if they agree with the concept bring it back to a future workshop <br />meeting for discussion. In addition, he requested Council to consider whether <br />this be a part of the Board of Adjustment Committee or a new separate <br />committee. Council agreed to reviewing the document and discussing it at a <br />future City Council workshop meeting. <br />B. DISCUSS MEDICAL INSURANCE FOR RETIREES <br />Administrative Services Director Louis Rigby presented Council with an <br />overview of the amendment to the medical plan as it pertains to retiree coverage <br />and requested direction for staff. Mr. Rigby reminded City Council this item is <br />being brought back as a result of direction from Council at the April 17, 2000 <br />Workshop Meeting. <br />After lengthy discussion, the following changes and guidelines are recommended <br />for approval at a future City Council Meeting: <br />Retiree medical coverage outlined below shall have an effective date of January <br />O1, 2000. <br />Eli ibili <br />An employee may participate in this plan if they are a retiree of the City of La <br />Porte receiving retirement annuities as a qualified annuitant under the Texas <br />Municipal Retirement System, have completed at least ten (10) years of service <br />with La Porte and currently employed by the City at the time of retirement, and <br />do not work for another employer after retiring from the City. Disability <br />retirement requires at least five (5) years of service. <br />The retiree and retiree dependent coverage will be primary for those participants <br />not yet qualified for Medicare. The coverage will be secondary for those retirees <br />and retirees' dependents who are Medicare eligible. Retiree paid premiums shall <br />be reduced by 50% at the time the retiree becomes Medicare eligible. <br />If a covered retiree dies, dependents may continue coverage until the earliest of <br />the date the surviving spouse remarries, obtains group insurance, or becomes <br />entitled to Medicare. Surviving dependents shall pay the same dependent <br />coverage rate that they paid, prior to the death. <br />For those retirees who are actively employed and have employer sponsored <br />health care coverage available through their employer, the retiree health benefit <br />through the City shall cease. For those retirees who are self-employed, <br />occupational illnesses or injuries shall not be covered. <br />
