<br />OCTOBER 23, 2000

<br />1. CALL TO ORDER
<br />
<br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m.
<br />
<br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken,
<br />Howard Ebow, Alton Porter, Deotis Gay, Charlie Young, and Norman Malone.
<br />
<br />Members of Council Absent: Jerry Clarke and Peter Griffiths.
<br />
<br />Members of City Executive Staff and Citv Emplovees Present: City Manager Robert T.
<br />Herrera, Assistant City Attorney John Armstrong, Assistant City Manager John Joerns,
<br />City Secretary Martha Gillett, Director of Administrative Services Louis Rigby, Parks
<br />and Recreation Director Stephen Barr, Public Works Director Steve Gillett,
<br />Administrative Assistant Carol Buttler, Assistant Parks and Recreation Director Mike
<br />Davis, Emergency Services Director Joe Sease, Planning Director Doug Kneupper,
<br />Utility Billing Manager Kathy Hutton and Planning Coordinator Masood Malik.

<br />2. Dr. Bobby Worsham - Second Baptist Church delivered the invocation.
<br />
<br />3. Council considered approving the minutes of the Regular Meeting and Public Hearing on
<br />October 9,2000 and the Special Called Workshop Meeting on October 16,2000.
<br />
<br />Motion was made bv Councilperson Porter to approve the minutes presented. Second by
<br />Councilperson Engelken. The motion carried.
<br />
<br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young, and Malone.
<br />Nays: None
<br />Abstain: Howard Ebow abstained from the vote for the October 16, 2000 meeting.
<br />
<br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND
<br />T AXP AYERS WISHING TO ADDRESS COUNCIL.
<br />
<br />Citizens wishing to speak requested to speak under the workshop portion of the meeting.

<br />Mayor Malone presented Joyce Sease with a proclamation for Red Ribbon Week.
<br />
