Council considered approving an ordinance authorizing the removal of the 1 % interest <br />charge on utility bill arrearage. <br /> <br />Utility Billing Manager Kathy Hutton presented summary and recommendation and <br />answered Council's questions. <br /> <br />Assistant City Attorney read: ORDINANCE 2000-2446 - AN ORDINANCE <br />AMENDING CHAPTER 74, "UTILITIES", DIVISION 2, WATER SERVICE RATES <br />AND CHARGES, OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE. <br /> <br />Motion was made by Councilperson Sutherland to approve Ordinance 2000-2446 as <br />presented bv Ms. Hutton. Second by Councilperson Porter. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young, and Malone. <br />Nays: None <br />Abstain: None <br /> <br />13. Consent Agenda <br /> <br />A. Consider awarding annual contract for cleaning, televising and root removal for <br />sanitary sewers - S. Gillett <br /> <br />B. Consider awarding bid for replacement of heavy trucks - S. Gillett <br /> <br />Councilperson Young made a motion to vote on all Consent Agenda items together and <br />approve items presented. Second by Councilperson Engelken. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Porter, Gay, Young, and Malone. <br />Nays: None <br />Abstain: None <br /> <br />14. The special called workshop meeting was called to order by Mayor Malone at 6:42 PM. <br /> <br />The following items were discussed during the workshop session: <br /> <br />A. Presentation of the Northside Community Neighborhood Plan <br /> <br />Ms. Susan Hill of Haws, Hill and Patterson presented an overview of the <br />Northside Community Neighborhood Plan and plan development process. <br /> <br />The following citizens addressed City Council: <br /> <br />Pat Muston - Southeast Texas Housing (SETH) - Ms. Muston informed the <br />council and citizens that she is on the board of SETH and they stand ready to <br />assist in any way possible. In addition, she informed Council of the various <br />programs offered by SETH. <br />
