This request is <br />seeking to change a 7-acre area from Neighborhood Commercial (NC) to High-Density <br />Residential (R-3). The Planning and Zoning Commission is seeking this request based on the <br />newly adopted Comprehensive Plan and Thoroughfare Plan. <br /> <br />The tract in question consists of approximately 7 acres of land located on the north side of <br />Spencer Highway between the Bayshore Baptist Church and the La Porte Municipal Airport. <br />Staff has researched the zoning designation of this tract dating back to the 1984 Comprehensive <br />Plan and Thoroughfare Plan. The present Neighborhood Commercial (NC) zoning designation <br />was assigned as a result of the previously proposed north/south arterial roadway just east of the <br />airport and a Commercial Land-Use designation for this area. The recently adopted <br />Thoroughfare Plan does not include the previous north/south arterial roadway adjacent to the east <br />side of the airport. In addition, the adopted Land-Use Plan indicates mid-to-high density <br />residential uses in this area instead of the previous commercial uses. <br /> <br />With these changes to the Land-Use and Thoroughfare Plans, the present zoning designation of <br />NC is inappropriate. Granting this requested change would be in agreement with the Land-Use <br />and Thoroughfare components ofthe updated Comprehensive Plan. <br /> <br />Nine notices of public hearing were mailed to surrounding property owners; one response was <br />received and is attached. The Planning and Zoning Commission, by unanimous vote, has <br />recommended City Council approval of Rezone Request #R 01-001. <br /> <br />Action Required by Council: <br /> <br />1.
