PRESENTATIONS/PROCLAMATIONS <br />Assistant Director of Finance Michael Dolby recognized Shelley Wolny as the Employee <br />of the Quarter for the 4th Quarter of 2001. <br />5. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br />Bill and Kay Scott of 1802 Lomax School Road of La Porte, Texas, addressed City <br />Council regarding their living conditions of their home. They informed Council of their <br />concerns about the cattle feedlot next to their home. <br />6. Open Public Hearing -Mayor opened the Public Hearing at 6:20 p.m. <br />Review by Staff- Planning Director Doug Kneupper presented summary and <br />recommendation and answered questions regarding Zoning Ordinance. <br />Eddie Gray provided City Council with additional information regarding the request of <br />rezoning from General Commercial to Low-Density Residential. <br />Sib Carpenter of 5234 Glen Park, La Porte, Texas questioned the buffer between the <br />types of land uses. <br />Recommendation of Staff -Recommends approval. <br />7. Council considered approval of Rezone Request #R02-001. Planning Director Doug <br />Kneupper presented summary and recommendation and answered Council's questions. <br />Assistant City Attorney John Armstrong read: ORDINANCE 1501-UU - AN <br />ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF LA <br />PORTS, CHAPTER 106, MORE COMMONLY REFERRED TO AS THE ZONING <br />ORDINANCE OF THE CITY OF LA PORTS, BY CHANGING THE ZONING <br />CLASSIFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN DESCRIBED; <br />MAKING CERTAIN FINDINGS OF FACT RELATED TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW: AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br />Motion was made by Counci~erson Clarke to approve Ordinance 1501-UU as presented <br />by Mr. Kneupper. Second by Councilperson Engelken. The motion carried. <br />Ayes: Sutherland, Engelken, Warren, Young, Clarke, and Malone. <br />Nays: Griffiths <br />Abstain: None <br />8. Council considered granting an exception to the moratorium created by Resolution No. <br />2002-20. Such exception would apply to John Hettig for property located approximately <br />1000 feet south of the Bay Pointe Townhomes in an area zoned PUD. <br />
