City Council Minutes 4-22-02 — Page 2 <br />Mayor Norman Malone presented Sponsor and Trainer JoAnn Kolius and the La Porte <br />High School Sailing Team with a proclamation in honor of "La Porte High School Sailing <br />Team Day". Ms Kolius spoke briefly about the Team. <br />Director of Public Works Steve Gillett recognized Retiree Ed Baker for his 20 years of <br />service with the City, and Jose Molina for his 21 years of service with the City. <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br />Dave Turnquist of 8503 Ashwyne Lane, La Porte, Texas, voiced concern regarding the <br />April 18, 2002 Planning and Zoning Meeting, and the Committee appointments not taking <br />place due to not having a quorum. He requested Council to consider attendance when <br />considering appointments. <br />Bill Scott of 1802 Lomax School Road, La Porte, Texas, requested Board action on the <br />feedlot concerns affecting his living conditions. <br />7. Open Public Hearing — Mayor opened the Public Hearing at 6:52 p.m. <br />Review by Staff — Director of Parks and Recreation Stephen Barr presented summary and <br />recommendation and answered questions regarding overview of the Year 2002 Parks and <br />Open Space Master Plan. <br />Halff Associates representative, Chip Perry, provided City Council with an overview of <br />the plan. <br />Miriam Gore of 10223 Belfast, La Porte, Texas, realizes it is extremely competitive to <br />receive these grants. She is concerned that if the grant is not forthcoming, how committed <br />is La Porte to addressing these things that were presented as deficits in our parks system, <br />particularly trails. <br />Bruce Meismer of 10824 Spruce Drive South, LaPorte, Texas, questioned if the written <br />report, as well as documentation in written format, is available to the public. <br />Staff recommended approval of the Year 2002 Parks and Open Space Master Plan. <br />Mayor Malone closed the Public Hearing at 7:43 p.m. <br />8. Council considered approval or other action regarding authorizing Resolution 2002-24 <br />adopting the 2002 City of La Porte Parks and Open Space Master Plan. <br />Director of Parks and Recreation Stephen Barr presented summary and recommendation <br />and answered Council's questions. <br />Assistant City Attorney read: RESOLUTION 2002-24 - A RESOLUTION ADOPTING <br />THE "YEAR 2002 PARKS AND OPEN SPACE MASTER PLAN FOR THE CITY OF <br />LA PORTE, TEXAS". <br />
