City Council Minutes 4-22-02 — Page 2 Mayor Norman Malone presented Sponsor and Trainer JoAnn Kolius and the La Porte High School Sailing Team with a proclamation in honor of "La Porte High School Sailing Team Day". Ms Kolius spoke briefly about the Team. Director of Public Works Steve Gillett recognized Retiree Ed Baker for his 20 years of service with the City, and Jose Molina for his 21 years of service with the City. 6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAXPAYERS WISHING TO ADDRESS CITY COUNCIL Dave Turnquist of 8503 Ashwyne Lane, La Porte, Texas, voiced concern regarding the April 18, 2002 Planning and Zoning Meeting, and the Committee appointments not taking place due to not having a quorum. He requested Council to consider attendance when considering appointments. Bill Scott of 1802 Lomax School Road, La Porte, Texas, requested Board action on the feedlot concerns affecting his living conditions. 7. Open Public Hearing — Mayor opened the Public Hearing at 6:52 p.m. Review by Staff — Director of Parks and Recreation Stephen Barr presented summary and recommendation and answered questions regarding overview of the Year 2002 Parks and Open Space Master Plan. Halff Associates representative, Chip Perry, provided City Council with an overview of the plan. Miriam Gore of 10223 Belfast, La Porte, Texas, realizes it is extremely competitive to receive these grants. She is concerned that if the grant is not forthcoming, how committed is La Porte to addressing these things that were presented as deficits in our parks system, particularly trails. Bruce Meismer of 10824 Spruce Drive South, LaPorte, Texas, questioned if the written report, as well as documentation in written format, is available to the public. Staff recommended approval of the Year 2002 Parks and Open Space Master Plan. Mayor Malone closed the Public Hearing at 7:43 p.m. 8. Council considered approval or other action regarding authorizing Resolution 2002-24 adopting the 2002 City of La Porte Parks and Open Space Master Plan. Director of Parks and Recreation Stephen Barr presented summary and recommendation and answered Council's questions. Assistant City Attorney read: RESOLUTION 2002-24 - A RESOLUTION ADOPTING THE "YEAR 2002 PARKS AND OPEN SPACE MASTER PLAN FOR THE CITY OF LA PORTE, TEXAS".
