Council considered approval or other action regarding an ordinance authorizing approval <br />of a General Plan, Development Agreement and Special Conditional Use Permit SCU02- <br />002 for proposed industrial, commercial and retail development to be located in an area <br />south of Fairmont Parkway, north of McCabe Road and between the existing Union <br />Pacific Railroad tracks and State Highway 146 South, known as the Texas Import!Export <br />Park. <br /> <br />Director of Planning Doug Kneupper presented summary and recommendation and <br />answered Council's questions. <br /> <br />Mr. Kneupper asked for approval of a planning effort that lays in place guidelines to be <br />followed; and as individual sites come in, those would come before the Planning and <br />Zoning Commission and Council. <br /> <br />Planning and Zoning Commission had their Public Hearing on May 16, 2002 and made a <br />unanimous recommendation to approve this general development plan agreement for <br />Texas Import!Export Park. <br /> <br />Assistant City Attorney John Armstrong read: AN ORDINANCE AMENDING THE <br />CODE OF ORDINANCES OF THE CITY OF LA PORTE, CHAPTER 106, MORE <br />COMMONLY REFERRED TO AS THE ZONING OF THE CITY OF LA PORTE, BY <br />CHANGING CLASSIFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN <br />DESCRIBED; APPROVING AND AUTHORIZING A DEVELOPMENT AGREEMENT <br />BETWEEN THE CITY OF LA PORTE AND LA PORTE 81 LTD., LA PORTE 82, <br />LTD., AND LA PORTE 115, LTD., STUART HA YNSWORTH, GENERAL PARTNER, <br />FOR THE DEVELOPMENT OF AN APPROXIMATE 292-ACRE TRACT IN THE <br />CITY OF LA PORTE, TO BE KNOWN AS THE TEXAS IMPORT-EXPORT PARK; <br />MAKING CERTAIN FINDINGS OF FACT RELATED TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilperson Ebow to approve this ordinance as presented by Mr. <br />Kneupper. Second by Councilperson Engelken with condition of improvements made to <br />use that $50,000 for the intersection at Wharton Weems. <br /> <br />A second motion was made by Councilperson Young to table this item for more <br />discussion. There was no second. <br /> <br />Mayor instructed return to the original motion. Councilperson Meismer asked for <br />condition of improvement to intersection of Wharton Weems to be completed within <br />twelve months of Phase I completion. Mayor questioned Councilperson Engelken if this <br />was an acceptable addition to his condition. Councilperson Engelken agreed with <br />Councilperson Meismer's addition.
