This item will be forwarded to TXDOT, who will then hold <br />a joint Public Hearing with all cities involved, which will be reviewed by TXDOT. Upon <br />notification of approval, an ordinance will be presented to create the truck lane restriction. <br /> <br />Mayor Malone closed the Public Hearing at 7: 12 p.m. <br /> <br />8. Open Public Hearing - Mayor opened the Public Hearing at 7: 13 p.m. <br /> <br />Review by Staff - Assistant City Attorney John Armstrong presented summary and <br />recommendation and answered questions regarding Redistricting Ordinance 2002-2569, <br />the map, polling locations and early voting hours. Director of Planning Doug Kneupper <br />provided an overhead of the map with the new boundaries. <br /> <br />Public Input <br /> <br />Bill Scott of 1802 Lomax School Road, La Porte, Texas, complimented the Committee on <br />their work and the equality of all six districts. District 4 has varied by more than over <br />minus 70%. La Porte City Charter, which protects our local rights, was violated in 1995. <br /> <br />Redistricting Subcommittee Chairperson Bruce Meismer provided Council with an overview <br />of the Committee's process and recommendation. <br /> <br />Mayor Norman Malone complimented the original Redistricting Committee and the current <br />Committee. <br /> <br />Mayor Malone closed the Public Hearing at 7:25 p.rn. <br /> <br />9. Council considered approval or other action regarding an ordinance determining the <br />population of the City of La Porte as determined by the 2000 U.S. Census. <br /> <br />Assistant City Attorney John Armstrong presented summary and recommendation and <br />answered Council's questions. <br /> <br />Assistant City Attorney John Armstrong read: ORDINANCE 2002-2569 - AN <br />ORDINANCE DETERMINING THE POPULATION OF THE CITY OF LA PORTE AS <br />DETERMINED BY THE 2000 U.S. CENSUS; FINDING THAT THE DISTRIBUTION OF <br />POPULATION AMONG THE VARIOUS COUNCIL DISTRICTS IS MATERIALLY <br />UNBALANCED; ESTABLISHING NEW DISTRICT BOUNDARIES FOR THE <br />RESIDENCE AND ELECTION OF DISTRICT COUNCILPERSONS; ESTABLISHING <br />POLLING PLACES; ESTABLISHING DATES AND HOURS FOR EARLY VOTING; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilmember Mosteit to approve this ordinance as presented by Mr. <br />Armstrong. Second by Councilmember Griffiths. The motion carried. <br /> <br />Ayes: Engelken, Warren, Young, Meismer, Ebow, Beasley, Griffiths, Mosteit and Malone <br />Nays: None <br />Abstain: None <br />
