NO <br /> <br />SUMMARY & RECOMMENDATION GSL Constructors, Ltd., is developing 4 sites in the Bayport North <br />Industrial Park and has requested water and sanitary sewer service from the City to serve all 4 sites. All 4 <br />sites will be owned by GSL but leased to different companies with varying water and sewer requests as <br />shown below: <br />Sulzer, Inc. - 4,500 gpd <br />United Environmental Services - 5,000 gpd <br /> <br />Tyco Valve and Controls - 4,250 gpd <br />Harcross Chemical - 3,750 gpd <br /> <br />Council has approved a policy to provide utility services to companies located outside city limits and within the <br />City's industrial districts. These companies are required to maintain a current Industrial District Agreement <br />(IDA) with the City. All undeveloped land in the Bayport North Industrial Park is currently covered by an IDA, <br />however, it has been the City's practice to update the IDAs as individual sites are developed. 4 updated IDAs <br />are included for Council's consideration. <br /> <br />All 4 of these requests for water and sewer service are similar in nature with most of the water being used for <br />domestic purposes and a smaller amount being used for landscape irrigation. In addition, each site will have a <br />fire sprinkler system connected to the City water main. Each site is subject to an administrative fee of $10,000 <br />that has been received by the City ($40,000 totall, and each site, once developed, will pay one and one-half (1- <br />%) times the City's current utility rate. <br /> <br />The term of each Water Service Agreement and Sanitary Sewer Service Agreement expires on December 31, <br />2007, plus any renewals and extensions thereof. However, the agreements shall automatically expire at such <br />time as there is no effective Industrial District Agreement between the parties or if the City exercises the right <br />of termination. <br /> <br />Staff recommends approval of all 4 Industrial District Agreements, and all 4 Water Service Agreements and <br />Sanitary Sewer Service Agreements as submitted herein. <br /> <br />Please note since all 4 IDAs are practically identical and all 4 water and sewer agreements are very similar. only <br />one IDA and one Water / Sewer Service Agreement has been included here as backup.
