CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br />Members of City Council Present: Councilmembers Mike Mosteit, Peter Griffiths, Chuck <br />Engelken, Bruce Meismer, James Wan en, Charlie Young, Barry Beasley and Norman <br />Malone <br />Members of Council Absent: Howard Ebow <br />Members of City Executive Staff and City Employees Present: Assistant City Attorney <br />Clark Askins, Acting City Manager John Joerns, Assistant City Secretary Sharon Hams, <br />City Secretary Martha Gillett, Director of Emergency Services Joe Sease, Director of <br />Planning Doug Kneupper, Director of Finance Cynthia Alexander, Assistant Director of <br />Finance Michael Dolby, Human Resources Manager Lorie Doughty, Police Chief Richard <br />Reff, Director of Administrative ,Services Carol Buttler, Assistant Director of Public Works <br />Buddy Jacobs, Utility Superintendent Curtis Herrod, and Assistant Utility Superintendent <br />Don Pennell <br />Others Present: Bill Scott,. Reverend Oliver Stillwell of First Assembly of God of La Porte delivered the invocation. <br />3. -Mayor Malone led the Pledge of Allegiance. <br />4. Council considered approving the Minutes of the Regular Meeting and Public Hearing of La <br />Porte City Council held on January 13, 2003. <br />Motion was made by Councilmember Warren to approve the minutes of the Regular <br />Meeting and Public Hearing held on January 13, 2003. Second by Councilmember <br />Engelken. The motion carried. <br />Ayes: Mosteit, Engelken, Griffiths, Meismer, Wan en, Young, Beasley and Malone <br />Nays: None <br />Abstain: None <br />5. PRESENTATIONS <br />A. Bill White of American Legion Boys and Girls State introduced La Porte High School <br />Administrator Sandra Dwyer. Ms. Dwyer recognized the female students whom <br />participated in Bluebonnet Girls State (Keri Frobenius, Katie Lott, Monica Longoria and <br />Lyzette Rios) and the male students whom participated in Texas Boys State (Jonathan <br />
