Certificate of Achievement for Excellence in Financial Reporting was presented to <br />Director of Finance Cynthia Alexander, Assistant Director of Finance Michael <br />Dolby, Accountant LeAnn Williams, Financial Services Technician Paula Bradstreet <br />and Accounting Coordinator Lone Doughty. <br /> <br />C. Presentation of the Comprehensive Annual Financial Report for Period Ending <br />September 30, 2003 was presented by Director of Finance Cynthia Alexander. <br /> <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br /> <br />Spero Pomonis of218 Bay Colony, La Porte, Texas, informed Council of his concerns <br />regarding scheduled street repairs and Harris County participation. <br /> <br />7. Open Public Hearing - Mayor Norman Malone opened the Public Hearing at 6:24 p.m. <br /> <br />Review by Staff - Director of Planning Doug Kneupper presented summary and <br />recommendation and answered questions regarding rezoning request from Eddie Gray for <br />property located along the east and west sides of Myrtle Creek Drive from neighborhood <br />commercial, general commercial and high density residential to low density residential <br />zoning to provide for single-family dwellings. <br /> <br />Public Input - There was no public input. <br /> <br />Director of Planning Doug Kneupper stated the Planning and Zoning Commission <br />recommends approval of the rezoning request. <br /> <br />Councilmember Bruce Meismer questioned the block left out behind the Taxidermy as <br />currently being high-density. Mr. Gray does not own this property. The previous owners do <br />not wish to sell that land. Mr. Meismer questioned if the zoning could possibly be changed <br />to single-family residence, which may improve the chances of the owner agreeing to sell the <br />property. This may be initiated at another Council Meeting. <br /> <br />Mayor Norman Malone closed the Public Hearing at 6:33 p.m. <br /> <br />8. Council to consider approval or other action regarding Rezone Request #R-03-001 and <br />Ordinance 1501-VY changing rezoning on property along the east and west sides of Myrtle <br />Creek Drive from neighborhood commercial, general commercial, and high density <br />residential to low density residential zoning to provide for single-family dwellings. <br /> <br />Director of Planning Doug Kneupper presented summary and recommendation and <br />answered Council's questions. <br /> <br />Assistant City Attorney read: ORDINANCE 1501-VY AND #R-03-001- AN <br />ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF LA <br />PORTE, CHAPTER 106, MORE COMMONLY REFERRED TO AS THE ZONING <br />ORDINANCE OF THE CITY OF LA PORTE, BY CHANGING THE ZONING <br />CLASSIFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN DESCRIBED; <br />MAKING CERTAIN FINDINGS OF FACT RELATED TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTNE DATE HEREOF. <br />
