CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Councilmembers Peter Griffiths, Barry Beasley, Howard <br />Ebow, Chuck Engelken, Bruce Meismer, James Warren, Charlie Young, Mike Mosteit and <br />Norman Malone <br /> <br />Members of Council Absent: None <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Debra <br />Feazelle, Director of Emergency Services Joe Sease, Assistant City Attorney Clark Askins, <br />Assistant City Manager John Joerns, City Secretary Martha Gillett, Director of Public Works <br />Steve Gillett, Director of Finance Cynthia Alexander, Assistant Police Chief Aaron Corrales, <br />Director of Parks and Recreation Stephen Barr, Assistant Director of Finance Mike Dolby, <br />Assistant City Secretary Sharon Harris, Administrative Assistant to City Manager Crystal <br />Scott and Director of Planning Doug Kneupper <br /> <br />Others Present: Guy Sutherland and Richard Browder <br /> <br />2. Mayor Malone delivered the invocation. <br /> <br />3. Mayor Malone led the Pledge of Allegiance. <br /> <br />4. PRESENTATIONS <br /> <br />Mayor Malone presented a "Certificate of Appreciation" to Doug Kneupper for his years <br />with the City. <br /> <br />S. Stephen Barr reported on the City of La Porte Bicycle and Pedestrian Trail Implementation <br />Plan. Chip Perry of Halff Associates, Inc. provided Council with an overview of the plan <br />and the goals. <br /> <br />6. Joe Sease reported and provided staff with direction on using a Property Valuation Ratio to <br />establish charges for fire protection to outside agencies. Staff will be generating an analysis <br />on a formula based on population, with special consideration for commercial businesses. <br /> <br />7. Martha Gillett reported and provided staff with direction on the updated Council Procedure <br />Ordinance. <br /> <br />8. Cynthia Alexander reported on pre-budget information and the Financial Report for the <br />eight-month period ending May 31, 2003. <br /> <br />9. ADMINISTRATIVE REPORTS <br /> <br />City Manager Debra Feazelle reminded Council of the Chamber Hamburger Cookout on <br />Thursday, June 19,6:30 p.m., at the pupont Recreation Center; the HGAC Workshop <br />Meeting on Thursday, June 26, 8 a.m. until 3 p.m. at the Houston Westchase Hiltonffowers; <br />
