"Box 1229 <br />Galveston, Texas 77553-1229 <br /> <br />VIA <br />Facsimile <br />Federal Express <br /> <br />Dear Mr. Anthamatten: <br /> <br />On behalf of the ,City of La Porte, please accept, record, and file this letter as the City of La Porte's <br />comments regarding the Final Environmental Impact Statement (FEIS) for the proposed Bayport <br />Marine Terminal. <br /> <br />As expressed in earlier correspondence dated January 10, 2002 and August 30,2002; the City is <br />opposed to the Bayport Site, or any combination including Bayport, because we firmly believe the <br />FEIS reinforces our concerns that this site would have substantial long-term negative <br />environmental impacts for our community. ' <br /> <br />The FEIS Executive Summary Table E-4 summarizes, environmental consequences of alternate sites. <br />Within environmental categories, especially those that affect existing residential areas, the Bayport <br />site displayed many negative environmental impacts that were more significant than alternate sites <br />,such as Spilmans Island. " <br />Noise ' " Navigation <br />Jurisdictional Wetlands Air Quality <br />Hazardous Materials Ecology <br /> <br />Parks and Recreation <br />Ess'ential Fish Habitat <br />Public Safety' <br /> <br />We sincerely hope that convenience, ease of construction, and infrastruct~re costs for the <br />PHA does not prevail over real environmental Impacts to adjacent and nearby homes and <br />communities, . <br /> <br />. . <br /> <br />Because of continuing concerns expressed earlier and new 'information provided in the FEIS, we <br />again request that a Supplemental EIS be performed to appropriately evaluate these items. <br /> <br />Alternative Sites ' <br /> <br />[J Other alternative sites have been identified within the Galveston Bay system for locating this <br />terminal facility that are less environmentally damaging and that are more acceptable to the <br />City. ' <br />o In the ROD discussing the Shoal Point facility it was determined that the Shoal Point <br />site was the least environmentally damaging practicable alternative site in the <br />Galveston Bay system for a container terminal facility. <br /> <br />604 W.
