Open Public Hearing - Mayor Malone opened Public Hearing at 6:49 p.m, Council to consider approval or other action regarding the approval of Ordinance 1501-FFF and Special Conditional Use Permit #R-03-006, Interim Planning Director Nick Finan presented summary and recommendation and answered Council's questions. Public Input Linda Westergren of 1231 CR214, Weimar, Texas - addressed the screening issue; currently there is a pharmacy and an art studio on the north end of the block on Broadway. There are some vacant areas, and a closed clinic, Ms. Westergren does not object to some screening, but would object to major screening, considering this will be affordable housing. In the vacant areas, in reading the requirements for commercial development, the future developer has the responsibility of providing the screening and not the homeowners; which would be unfair, Ms, Westergren answered Council's questions, Staff recommends Council approve Item Number 14. Interim Planning Director Nick Finan presented summary and recommendation and answered Council's questions, Assistant City Attorney John Armstrong read: 1501-FFF - AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, CHAPTER 106, MORE COMMONLY REFERRED TO AS THE ZONING ORDINANCE OF THE CITY OF LA PORTE, BY CHANGING THE ZONING CLASSIFICATION OF THAT CERTAIN PARCEL OF LAND HEREIN DESCRIBED; MAKING CERTAIN FINDINGS OF FACT RELATED TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Council to consider approval or other action regarding a resolution authorizing the purchase of an office building by Harris County Appraisal District. Assistant City ManagerlDirector of Finance Cynthia Alexander presented summary and recommendation and answered Council's questions. Assistant City Attorney John Armstrong read: RESOLUTION 2003-29 - A RESOL TUION APPROVING PURCHASE OF OFFICE BUILDLING BY HARRIS COUNTY APPRAISAL DISTRICT. Motion was made by Councilmember Griffiths to aoorove Resolution 2003-29 as oresented by Ms, Alexander.
