v <br />BUILDING CODES AD HOC COMMITTEE <br />MINORITY REPORT <br />HON. MAYOR AND CITY COUNCIL <br />CITY OF LA PORTE <br />LA PORTE, TEXAS <br />This is a brief report by the minority members of the Building <br />Codes Ad Hoc Committee. <br />The majority of the Ad Hoc Committee voted against the minority <br />members presenting this report to Council in conjunction with <br />their report. Consequently we are asking each of you to review, <br />our report prior to the City Council meeting of.February 9, <br />2004, and urge you to base your decision on this report. <br />We believe that the International Code Council codes (ICC) are <br />to the advantage of the City of La Porte for several reasons, <br />some of which are enumerated below: <br />1. The ICC..:codes have been in existence for more than 80 years <br />and have been the primary codes under which all cities <br />function; The Comprehensive Consensus Codes (C3) were created <br />in January.,' 2003. There is only one city in Texas that has. <br />adopted the C3 codes; this is the City of Pasadena., Texas. <br />2. The City of La Porte is currently operating under the ICC <br />codes. The Code Enforcement staff is familiar with these codes <br />and would require only minor training to be able to .more <br />effectively enforce these codes. These codes are also available <br />on the ICC web site. <br />3. The Code Enforcement staff of•the City of La Porte is <br />unfamiliar with the C3 codes and would require extensive <br />training, at the expense of the tax payers of the City, in lost <br />Productive time. In talking with a building official in the <br />City of Pasadena, this is one of the many problems they are <br />having with 'the C3 codes. <br />PAGE .1 OF 4 <br />
