CONSIDERATIONS AND POSSIBLE ACTION ON ITEMS CONSIDERED IN EXECUTIVE <br />SESSION <br /> <br />. 27. Council to consider approving an ordinance declaring an emergency for the purpose of waiving the bid process <br />for demolition of structures located at 200 Garfield. <br /> <br />Interim Planning Director Nick Finan presented summary and recommendation and answered Council's <br />questions. <br /> <br />Assistant City Attorney John Armstrong read: 2004-2737 - AN ORDINANCE DECLARING AN <br />EMERGENCY FOR PURPOSE OF W AWING THE COMPETITIVE BIDDING PROCESS AND FOR <br />PURPOSE OF DEMOLISHING THE STRUCTURES AT 200 GARFIELD, LOCATED ON LOTS I THRU <br />6 AND 11 THRU 16 AND THE ADJACENT 16' ALLEY, BLOCK 18, SYLVAN BEACH ADDITION, <br />HARRIS, COUNTY, TEXAS; MAKING FINDINGS OF FACT AND CONCLUSIONS OF LAW <br />REGARDING SAME; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING <br />AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilmember Meismer to aoprove Ordinance 2004-2737. Second by Councilmember <br />Young. The motion carried. <br /> <br />Ayes: Mosteit, Ebow, Beasley, Griffiths, Engelken, Young and Meismer <br />Nays: None <br />Abstain: None <br /> <br />28.
