Council to consider approval of an ordinance establishing speed limits during construction along a portion <br /> of Fairmont Parkway within the corporate limits of the City of La Porte. <br /> Motion was made Councilmember Engelken to approve the Consent Agenda as presented. <br /> Second by Councilmember Ebow. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br /> TAX PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE <br /> AGENDA <br /> Lester Quinn of 1211 Bayshore Drive, La Porte, Texas 77571 spoke in regards to noise pollution, the budget <br /> amendment for general CIP fund 015 and fund 005, and concerns with campaign contributions. Mr. Quinn <br /> stated that we need more officers rather than a new police building and better salaries for police officers. <br /> Bill Scott of 1802 Lomax School Road, La Porte, Texas 77571called and declined to speak at the meeting this <br /> evening. <br /> Delia Claus of 808 South 2 Street, La Porte, Texas 77571 commented on her police and drug concerns. Ms <br /> Claus alleged she didn't receive any assistance after her assault; she also is concerned with the Permit <br /> Department regarding the old police car on her property. <br /> 7. Council to consider approval or other action regarding a Resolution officially supporting the establishment of <br /> Ellington Field as a joint reserve base. <br /> City Manager Debra B. Feazelle presented summary and recommendation and answered Council's questions. <br /> Assistant City Attorney John Armstrong read: RESOLUTION 2004 -11 - A RESOLUTION OFFICIALLY <br /> SUPPORTING THE ESTABLISHMENT OF ELLINGTON FIELD AS A JOINT RESERVE BASE; <br /> FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE <br /> DATE HEREOF. <br /> Motion was made by Councilmember Engelken to approve the recommendation as presented by Ms. Feazelle. <br /> Second by Councilmember Ebow. Council to consider approval or other action regarding an ordinance declaring the results of the election held in <br /> the City of La Porte on May 15, 2004. <br /> Assistant City Attorney John Armstrong presented the summary and recommendation and answered Council's <br /> questions. <br /> Assistant City Attorney John Armstrong read: ORDINANCE 2004 -2739 - AN ORDINANCE DECLARING <br /> THE RESULTS OF THE ELECTION HELD IN THE CITY OF LA PORTE ON MAY 15, 2004, FOR THE <br /> ELECTION OF COUNCILPERSON AT LARGE, POSITION A; COUNCILPERSON DISTRICT 4; AND <br /> COUNCILPERSON DISTRICT 5; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br /> PROVIDING AN EFFECTIVE DATE HEREOF. <br /> Motion was made by Councilmember Engelken to approve the recommendation as presented by Mr. <br /> Armstrong. Second by Councilmember Beasley. The motion carried. <br />
