City Secretary Martha Gillett administered the Statement of Elected Officials and the Oath of Office to Louis <br />R. Rigby, Councilmember District 5. <br /> <br />7. PRESENTATIONS/PROCLAMATIONS <br /> <br />A. Mayor Pro Tern Beasley presented Councilmember Charlie Young with an "Appreciation for <br />his service for the City of La Porte from May 2, 1998 until June 28, 2004" plaque. <br /> <br />B. Mayor Pro Tern Beasley presented Margaret Williams with an "Employee of the Quarter Award" plaque <br />in honor of being chosen Employee of the Quarter, 1st Quarter 2004. <br /> <br />C. Mayor Pro Tern Beasley presented Public Works Director Steve Gillett with a "2004 Public Works Leader <br />of the Year" plaque in honor of his achievements and contributions to his profession in Public Works. <br /> <br />D. City Manager Debra Feazelle presented Engineering Staff Brian Sterling and Richard Spicer, and Police <br />Staff, David Huckabee and Carl Rise with the "Texas City Management" plaque in recognition of <br />innovative programs. <br /> <br />8. Brown of 10811 Fairmont Parkway, La Porte, <br />Texas 77571, was not present to speak. <br /> <br />9. CONSENT AGENDA <br /> <br />A. Council to consider approval of an Interlocal Agreement with Harris County. <br /> <br />B. Council to consider approval of an ordinance authorizing the City Manager to execute a contract with <br />Metro City Construction, LLP in the amount of $148,824.1 1 for the construction of the project, and <br />additionally authorize $7,441.00 for contingency. <br /> <br />C. Council to consider approval of a proposed rate increase of 2.3% for collection of containerized <br />commercial solid waste by BFI Waste Systems, Inc. <br /> <br />Motion was made by Councilmember Engelken to approve the Consent Agenda as presented. <br />Second by Councilmember Ebow. Council to consider approving an ordinance authorizing the City Manager to execute all documents related to <br />using Harris County's 800 megahertz radio system. <br /> <br />Police Chief Richard Reffpresented summary and recommendation and answered Council's questions. <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 2004-2752 AN ORDINANCE APPROVING <br />AND AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF LA PORTE AND HARRIS COUNTY <br />FOR THE CITY OF LA PORTE TO USE HARRIS COUNTY'S 800 MEGAHERTZ RADIO SYSTEM; <br />MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE <br />HEREOF. <br /> <br />Motion was made by Councilmember Moser to approve Ordinance 2004-2752 as presented by Chief Reff. <br />Second by Councilmember Ebow. Motion carried. <br />
