Rigby, Councilmember District 5. 7. PRESENTATIONS/PROCLAMATIONS A. Mayor Pro Tern Beasley presented Councilmember Charlie Young with an "Appreciation for his service for the City of La Porte from May 2, 1998 until June 28, 2004" plaque. B. Mayor Pro Tern Beasley presented Margaret Williams with an "Employee of the Quarter Award" plaque in honor of being chosen Employee of the Quarter, 1st Quarter 2004. C. Mayor Pro Tern Beasley presented Public Works Director Steve Gillett with a "2004 Public Works Leader of the Year" plaque in honor of his achievements and contributions to his profession in Public Works. D. City Manager Debra Feazelle presented Engineering Staff Brian Sterling and Richard Spicer, and Police Staff, David Huckabee and Carl Rise with the "Texas City Management" plaque in recognition of innovative programs. 8. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA -(LIMITED TO FIVE MINUTES) President of Bayport Training and Technical Center Timothy A. Brown of 10811 Fairmont Parkway, La Porte, Texas 77571, was not present to speak. 9. CONSENT AGENDA A. Council to consider approval of an Interlocal Agreement with Harris County. B. Council to consider approval of an ordinance authorizing the City Manager to execute a contract with Metro City Construction, LLP in the amount of $148,824.1 1 for the construction of the project, and additionally authorize $7,441.00 for contingency. C. Council to consider approval of a proposed rate increase of 2.3% for collection of containerized commercial solid waste by BFI Waste Systems, Inc. Motion was made by Councilmember Engelken to approve the Consent Agenda as presented. Second by Councilmember Ebow. Motion carried. Ayes: Engelken, Beasley, Moser, Mosteit, Rigby and Ebow Nays: None Abstain: None 10. Council to consider approving an ordinance authorizing the City Manager to execute all documents related to using Harris County's 800 megahertz radio system. Police Chief Richard Reffpresented summary and recommendation and answered Council's questions. Assistant City Attorney Clark Askins read: ORDINANCE 2004-2752 AN ORDINANCE APPROVING AND AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF LA PORTE AND HARRIS COUNTY FOR THE CITY OF LA PORTE TO USE HARRIS COUNTY'S 800 MEGAHERTZ RADIO SYSTEM; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilmember Moser to approve Ordinance 2004-2752 as presented by Chief Reff. Second by Councilmember Ebow. Motion carried.
