<br />City Council Regular Meet'and Workshop Meeting - October 25, .4 - Page 6 <br /> <br />City Attorney Clark Askins read ORDINANCE 2004-2782 - AN ORDINANCE APPOINTING <br />MEMBERS TO VARIOUS BOARDS, COMMISSIONS, AND COMMITTEES, OF THE CITY <br />OF LA PORTE; PROVIDING A SEVERABILITY CLAUSE CONTAINING A REPEALING <br />CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilmember Griffiths approve Ordinance 2004-2782 and deleting <br />section 10 of the ordinance as presented. Second by Councilmember Moser. Motion carried. <br /> <br />Ayes: Beasley, Engelken, Mosteit, Moser, Rigby, Clausen, Porter, Ebow and Griffiths <br />Nays: None <br />Abstain: None <br /> <br />15. Council to consider approval or other action regarding an ordinance appointing Keith Trainer and <br />Les Bird as members of the Civil Service Commission. <br /> <br />City Manager Debra Feazelle presented summary and recommendation and answered Council's <br />questions. <br /> <br />Councilmember Rigby asked the City Manager to consider switching these two appointments due <br />to Keith Trainer having 20 plus years of Civil Service experience; and if we adopt it as it stands, <br />he would only serve for 10 months. Mr. Rigby would prefer to have him on the later appointment <br />so we could have his expertise a little longer; by then, the Attorney General's opinion will be <br />resolved. <br /> <br />City Manager Feazelle does not have a problem with Mr. Rigby's recommendation. <br /> <br />Mayor Porter stated that we do have the flexibility of not appointing a successor. <br /> <br />City Attorney Clark Askins read: ORDINANCE 2004-2790 - AN ORDINANCE APPOINTING <br />MEMBERS OF THE CIVIL SERVICE COMMISSION; PROVIDING A SEVERABILITY <br />CLAUSE; CONTAINING A REPEALING CLAUSE; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilmember Rigby to amend the term limits to the Civil Service <br />Commission Ordinance 2004-2790 as. Dresented. Second by Ebow. Motion carried. <br /> <br />Ayes: Beasley, Engelken, Mosteit, Moser, Rigby, Clausen, Porter, Ebow and Griffiths <br />Nays: None <br />Abstain: None <br /> <br />16. Administrative Reports <br /> <br />City Manager Feazelle reminded Mayor, Council and Staff of the TML Conference in Corpus <br />Christi, Texas, October 27-29,2004, and reminded Council that the comments for the 2005 <br />calendar are due. <br /> <br />Additionally, the City Manager's Office received the resolution packet from the Texas Municipal <br />League and distributed copies to Mayor and Council. The Resolution Committee will be meeting <br />Wednesday, October 27, 2004, at 9:00 a.m., with City Manager Feazelle being on the Committee. <br />General membership will be meeting on Friday, October 29, 2004, to vote on the resolutions. <br />
