Council to consider approval or other action regarding a resolution to ratify the Emergency Pay Policy, <br />retroactive to effective date of 9/21/2005. <br /> <br />Human Resources Manager Robert Swanagan presented summary and recommendation and answered <br />Council's questions. <br /> <br />Assistant City Attorney Clark Askins read ORDINANCE 2684A- AN ORDINANCE ADOPTING <br />THE CITY OF LA PORTE EMPLOYEE POLICIES HANDBOOK DATED SEPTEMBER 21,2005, <br />PROVIDING A SEVERABILITY CLAUSE; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Council noted concerns with the policy and would like to bring in back to the January meeting as a <br />workshop item for further review and discussion. <br /> <br />Motion was made by Councilmember Beasley to approve Ordinance 2684A as presented by Mr. <br />Swanagan and bring back as a workshop item in the future. Second by Council member Ebow. The <br />motion carried. <br /> <br />Ayes: Engelken, Moser, Clausen, Ebow , Beasley and Porter <br />Nays: Rigby and Moser. <br />Abstain: None <br /> <br />14. Administrative Reports <br /> <br />City Manager Debra Feazelle provided report on Christmas on Main Street, reminded council of the Fire <br />Department Christmas Party on December 21, 2005 at Sylvan Beach Pavilion at 6:00 p.m., City Hall Offices will <br />be closed on December 23rd and December 26th in observance of Christmas Holiday and City Hall Offices will be <br />closed January 2, 2005 in observance of New Year's Holiday. <br /> <br />In addition, she informed Council the 2006 Tree Planting, coordinated by the Quality of Life Task Force has been <br />rescheduled on Saturday, February 18,2006. She informed them of Sylvia Garcia's improvements to the <br />Lynchburg Crossing area and draft report on the Stars Project. <br /> <br />Lastly, she reported the Holiday Party for employees held last Friday evening was a huge success and the <br />attendance was much larger than in previous years. <br /> <br />15. Council Comments <br /> <br />Ebow, Engelken, Mosteit, Clausen, Rigby, Moser, Beasley and Mayor Porter had comments. <br /> <br />16. EXECUTIVE SESSION - PURSUANT TO PROVISION OF THE OPEN MEETINGS LAW, CHAPTER <br />551.071 THROUGH 551.076, 551-087, TEXAS GOVERNMENT CODE (CONSULTATION WITH <br />ATTORNEY, DELIBERATION REGARDING REAL PROPERTY, DELIBERATION REGARDING <br />PROSPECTIVE GIFT OR DONATION, PERSONNEL MATTERS, DELIBERATION REGARDING <br />SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION OF ANOTHER <br />WITNESS IN AN INVESTIGATION, DELIBERATION REGARDING ECONOMIC DEVELOPMENT <br />NEGOTIATIONS) <br />
