CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Alton Porter at 6:03 p.m. <br /> <br />Members of City Council Present: Mayor Alton Porter, Council members Tommy Moser, Mike Clausen, Mike <br />Mosteit, Louis Rigby, Barry Beasley, Howard Ebow, Chuck Engelken and Peter Griffiths. <br /> <br />Members of Council Absent: None <br /> <br />Members of City Executive Staff and City Emplovees Present: City Manager Debra Feazelle, Assistant City <br />Manager John Joerns, Assistant City Attorney Clark Askins, Assistant City Manager Cynthia Alexander, Public <br />Works Representative Ray Mayo, Main Street Coordinator Debra Dye, Public Works Director Steve Gillett, <br />Planning Director Wayne Sabo, Fire Chief Mike Boaze, EMS Chief Ray Nolen, Administrative Secretary Susan <br />Felty, City Engineer Rodney Slaton, City Secretary Martha Gillett, Assistant Fire Chief John Dunham, Police <br />Chief Richard Reff, Assistant Finance Director Michael Dolby and Parks and Recreation Director Stephen Barr. <br /> <br />Others Present: Sue Gail Kooken, Spero Pomonis, Barbara Norwine, Carol Christian, Houston Chronicle, Carlos <br />Martinez, Colleen Hicks, Reverend Dan Chappell, Mrs. Ray Mayo, Dave Turnquist, Douglas Toller, Bobby <br />Grisham, Stephanie Dudley, Jonathan Reiter, Daniel Knowlton, David Duvall, Heather Tanner, Megan Moreno <br />and other citizens. <br /> <br />2. Reverend Dan Chappell of Fairmont Park Baptist Church of La Porte delivered the Invocation. <br /> <br />3. Mayor Porter led the Pledge of Allegiance. <br /> <br />4. PRESENTATIONS / PROCLAMATIONS <br /> <br />Mayor Porter presented a plaque to the City of La Porte for 20 years of membership with National League of <br />Cities. <br /> <br />Mayor Porter presented the award to Council Member Howard Ebow and Councilmember Mike Mosteit as they <br />were delegates at the most recent conferences. <br /> <br />5. Consent Agenda <br /> <br />A. Consider approving Minutes of the Regular Meeting and Public Hearing of City Council held <br />on December 12,2005. <br /> <br />B. Council to consider approval or other action regarding an ordinance amending Fiscal Year 2005-06 <br />Budget for the upgrade of the replacement of the Yz ton pickup to a 1 ton pickup in the Parks Department <br />and for the EMS Southeast Texas Trauma Regional Advisory Council grant award in excess of budgeted <br />amount. <br /> <br />City Manager Debra Feazelle noted this item was originally to make a change to the motor pool fund and <br />grant fund and there will be no changes to the motor pool general fund and only to the grant funds. <br /> <br />C. Council to consider approval or other action regarding an ordinance authorizing the City Manager to <br />execute a revised contract with the Port of Houston Authority for the City of La Porte EMS Division. <br /> <br />The amended contract was placed at the table as a substitution from legal. <br />
