PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING <br />TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA. <br /> <br />Sue Gail Kooken - 410 S. 151 addressed council with concerns of Local Property taxes. She informed citizens <br />need to be better educated on what they are paying taxes for. Ms. Kooken was also concerned about high taxes in <br />La Porte. <br /> <br />7. Council to consider approval or other action regarding a resolution appointing the City Secretary as the Public <br />Information Officer and delegating training requirements under the Public Information Act. <br /> <br />City Secretary Martha Gillett presented summary and recommendation and answered Council's questions. <br /> <br />Assistant City Attorney John Armstrong read: RESOLUTION 2006-03- A RESOLUTION DESIGNATING <br />THE CITY SECRETARY OF THE CITY OF LA PORTE AS THE PUBLIC INFORMATION COORDINATOR <br />AND DELEGATING RESPONSIBILITY FOR PUBLIC INFORMATION TRAINING REQUIREMENTS <br />UNDER TEXAS LOCAL GOVERNMENT CODE SECTION 552.012; FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Council member Peter Griffiths to approve the Resolution 2006-03 as presented by Ms. <br />Gillett. Second by Council member Tommy Moser. The motion carried <br /> <br />Ayes: Mosteit, Moser, Beasley, Engelken, Griffiths, Rigby and Mayor Porter. <br />Nays: None <br />Abstain: Clausen and Ebow <br /> <br />8. Council to consider approval or other action regarding a resolution declaring intention to reimburse certain <br />expenditures with borrowing proceeds for Sports Complex Joint Venture. <br /> <br />Assistant Finance Director Michael Dolby presented summary and recommendation and answered Council's <br />questions. <br /> <br />Assistant City Attorney John Armstrong read: RESOLUTION 2006-01 -RESOLUTION DECLARING <br />INTENTION TO REIMBURSE CERTAIN EXPENDITURES WITH BORROWING PROCEEDS. <br /> <br />Motion was made by Council member Barry Beasley to approve the Resolution 2006-01 as presented by Mr. <br />Dolby. Second by Council member Chuck Engelken. The motion carried <br /> <br />Ayes: Mosteit, Beasley, Engelken, Griffiths, and Mayor Porter. <br />Nays: Moser and Rigby <br />Abstain: Clausen & Ebow <br /> <br />9. Council to consider approval or other action regarding an ordinance calling the General and possible Run-Off <br />elections of the City of La Porte. <br />
