<br />City Council Regular Meeting, Workshop Meeting and Public Hearing -September 11, 2006 <br /> <br />Page 6 <br /> <br />PROPERTY; ORDERING THE SAID OWNER(S) TO ENTIRELY REMOVE OR TEAR <br />DOWN SUCH BUILDING(S); ORDERING THE SAID OWNER(S) TO COMMENCE <br />SAID REMOVAL OR DEMOLITION WITHIN TEN (10) DAYS FROM THE <br />EFFECTIVE DATE OF THIS ORDINANCE; AND TO COMPLETE SAID REMOVAL <br />OR DEMOLITION WITHIN THIRTY(30) DAYS FROM THE EFFECTIVE DATE OF <br />THIS ORDINANCE; ORDERING THE DANGEROUS BUILDING INSPECTION <br />BOARD TO PLACE A NOTICE ON SAID BUILDING(S); ORDERING THE CITY <br />SECRETARY TO FORWARD A COPY OF THIS ORDINANCE TO SAID OWNER(S); <br />PROVIDING FOR THE REMOVAL OF SAID BUILDING(S) BY THE CITY OF LA <br />PORTE IF NOT REMOVED BY SAID OWNER(S) IN THE MANNER PROVIDED <br />HEREIN; PROVIDING AN EFFECTIVE DATE HEREOF; AND FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW. <br /> <br />Motion was made by Council member Beasley to deny Ordinance 2904 as recommended by <br />MS.Wilmore and place property back on tax rolls. Second by Council member Rigby. The <br />motion carried. <br /> <br />Ayes: Mosteit, Moser, Beasley, Engelken, Rigby, Ebow, Clausen and Griffiths. <br />Nays: Mayor Porter <br />Abstain: None <br /> <br />15. Council to consider approval or other action adopting an ordinance approving Fiscal Year <br />2006-07 Proposed Budget. <br /> <br />Open Public Hearing - Mayor Porter opened the Public Hearing at 7: 18 p.m. <br /> <br />Budget Officer Shelley Wolny presented summary and recommendation and answered <br />Council's questions. <br /> <br />Mayor and City Council had the following suggestions and questions: <br /> <br />Pick up $80,000.00 rather than increase employee insurance by 15% <br /> <br />What would the cost be if the pay scale for civil service was moved up step by 3 %? <br /> <br />Mayor and Council requested staff notify citizens in advance of rate increases before the rate <br />increase occurs. It was additionally noted not all citizens take the Bayshore Sun so other <br />methods of notification are needed. <br /> <br />It was noted there needs to be better communications from administration to staff. <br /> <br />It was requested to provide Council with an explanation and breakdown of how staff <br />determined an increase was needed for the employees portion of the health care cost <br />increase. <br /> <br />It was noted we need to look at other vendors as a health care provider and compare costs.. <br /> <br />Public Input: Marlon Jackson of 10118 Roseberry La Porte, Texas 77571 advised council a <br />tax increase is needed voiced concern of city employees not receiving a cost of living raise <br />in five years and not having the proper tools to work with. <br />
