City Council Regular Meeting, Workshop Meeting and Public Hearing —October 23, 2006 <br />Page 3 <br />Petitions & Remonstrances item taken out of order due to citizen wishing to address <br />City Council on consent item O. <br />Trent Wise — 425 Spencer Landing West - La Porte, Texas 77571 — Mr. Wise informed <br />Council the Spencer Landing Homeowner's Association is in favor of the pond to <br />park project and beautification in La Porte. <br />He questioned the available funding of the project and how much funding is available <br />from the city. <br />Mr. Wise requested Council favor this project. <br />Councilmember Moser pulled items B, C, D, E, N & O for discussion. <br />Item B — Councilmember Moser noted concerns with only one bid. He questioned if <br />other companies provided similar equipment. Emergency Management Coordinator Jeff <br />Suggs noted other vendors make similar equipment but it is not compatible with City's <br />existing equipment. <br />Item C — Councilmember Moser requested clarification on this item, questioned if it had <br />anything to do with purchasing the 800 system. Mr. Suggs clarified it was to accept the <br />grant award to upgrade the dispatch of consoles and add items to new equipment at the <br />Emergency Operations Center as it comes online. <br />Item D - Councilmember Moser requested this item come back to a future meeting as a <br />workshop item for council discussion and a complete understanding in order to vote on <br />the ordinance. <br />City Attorney Clark Askins provided clarification to proposed ordinance. <br />Councilman Beasley also was not clear on this item. <br />Motion was made by Council member Beasley to table item D as presented. Second by <br />Council member Moser. <br />Motion carried. <br />Ayes: Mosteit, Moser, Beasley, Engelken, Rigby, Ebow, Clausen, Griffiths and Porter. <br />Nays: None <br />Abstain: None. <br />Item E - Councilmember Moser requested clarification on item three of E. Director <br />Steve Gillett clarified the award of bid is for the purchase of black and white police <br />vehicles. <br />Item N - Councilmember Moser requested clarification on where funds were coming <br />from for this item. Director of Parks Stephen Barr explained the funds would come from <br />attrition in the Parks Maintenance Budget. This item is for a one year contract with <br />option to renew. <br />John Joerns added funds from attrition would be transferred to make the contract award <br />
