PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX <br />P AYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE <br />AGENDA. <br /> <br />Jose R. Cespedes - 707 South 3rd Street, La Porte, Texas - Trash bags benefit - when called <br />to speak Mr. Cespedes was not present. <br /> <br />Trent Wise - 425 Spencer Landing West, La Porte, Texas - Mr. Wise spoke on Traffic & <br />Vehicles Article V, Stopping, Standing & Parking and Pond to Park - Spencer Landing / <br />Zones. Mr. Wise requested Council to favor this project. <br /> <br />Carl Crisp - 10338 Antrim Lane, La Porte, Texas - Lt. Carl Crisp informed Council of his <br />concerns with health insurance for employees. He noted 30 year employees were promised <br />benefits that are being taken away. He would like to see the 80 point rule changed. He <br />noted retiree premiums have increased due to the formula used. He noted he has not been <br />able to receive clear information from City Administration regarding benefits and benefit <br />changes. He requested Council consider how this impacts people's lives and not to just <br />consider budget factors. <br /> <br />Sue Gail Kooken - 410 S. 1 sl La Porte, Texas - spoke against a pooper scooper ordinance. <br /> <br />William Dickerson - 327 Spencer Landing East La Porte, Texas provided council with a <br />handout and map. He spoke against the Spencer Landing project. <br /> <br />Item 16 E. Workshop was taken out of order. See item below. <br /> <br />7. Public Hearing - Council to consider approval or other action on recommendation of <br />designation of Reinvestment Zone "C" to approve an ordinance designating a 10.115 Ac <br />tract as Reinvestment Zone "C" - Preferred Freezer Services Houston Port, LLC. <br /> <br />Open Public Hearing - Mayor Porter opened the Public Hearing at 7: 18 p.m. <br /> <br />Interim Finance Director Michael Dolby presented summary and recommendation and <br />answered Council's questions. <br /> <br />Public Input: There were no citizens wishing to provide input. <br /> <br />Recommendation of Staff - Staff recommends City Council consider approval of an <br />ordinance designating a 10.115 Ac tract as La Porte Reinvestment Zone "C" Preferred <br />Freezer Services Houston Port, LLC. <br /> <br />The Public Hearing was closed at 7:20 p.m. <br />
