<br />Regular Meeting, Public Hearing and Workshop Meeting - January 22, 2007 <br /> <br />Page 4 <br /> <br />INCLUSIVE, OF THE CODE OF ORDINANCES OF THE CITY OF LA PORTE, FOR <br />ADDITIONAL TWO YEAR PERIOD; AND, AMENDING ARTICLE V "GUIDELINES <br />AND CRITERIA GOVERNING TAX ABATEMENT AGREEMENTS BY THE CITY OF <br />LA PORTE", SECTION 66-149 "SUNSET PROVISION"" OF THE CODE OF <br />ORDINANCES, REGARDING NEW TWO YEAR TERM, AND CODIFYING SAID <br />RENEWAL; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW, AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Council member Clausen authorizing an ordinance renewing the City's <br />guidelines and criteria for tax abatements. Second by Griffiths. The motion carried. <br /> <br />Ayes: Beasley, Griffiths, Mosteit, Engelken, Moser, Ebow, Clausen and Mayor. <br />Nays: None <br />Abstain: None <br /> <br />11. Mayor Porter requested the Council take Executive Item A out of order due <br />consultants being present. <br /> <br />Mayor Porter closed the regular meeting and opened the Executive Session at 6:26 p.m. <br /> <br />Council returned to the table at 6:53 and no action was taken. <br /> <br />Mayor Porter opened the workshop meeting at 6:54 p.m. <br /> <br />The following items were discussed: <br /> <br />A. Received report from Financial Advisor, Mark Nitcholas and directed staff to hold on the <br />proposed Bond Referendum at this time. <br /> <br />B. Discussed redrafting of the current agreement with the La Porte-Bay Area Heritage <br />Society pertaining to future operations of the Sylvan Beach Depot. Council directed staff <br />to bring back items to the pre-budget retreat and research all associated costs to be reviewed <br />at that time. <br /> <br />C. Russell Plank provided Council with an overview and discussed Foreign Trade Zone. <br />Council directed staff to move forward and bring back an option to consider 25% local <br />exemption of qualified inventory regarding approval of both Foreign Trade Zone exemption <br />and tax abatement for one business. <br /> <br />12. Closed workshop meeting and re-convened regular meeting at 7:54 p.m. <br /> <br />13. Council considered appointing an Ad Hoc Committee for the proposed bond Referendum. <br />This item was postponedfrom the November 6,2006, December 11,2006 and January 8, <br />2007 Meetings. <br /> <br />Assistant City Attorney read: Ordinance 2007-2957 - AN ORDINANCE APPOINTING <br />MEMBERS TO THE 2007 BOND REFERENDUM AD HOC REVIEW COMMITTEE OF <br />THE CITY OF LA PORTE, FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW, PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Council member Clausen to table this item. <br />
