MINUTES OF CITY COUNCIL RETREAT MEETING <br />OF LA PORTE CITY COUNCIL <br />April 14, 2007 <br />1. CALL TO ORDER <br />The meeting was called to order by Mayor Alton Porter at 8:50 a.m. <br />Members of City Council Present: Councilmembers Chuck Engelken, Barry Beasley, Tommy Moser, Louis <br />Rigby, Howard Ebow, Mike Mosteit and Mayor Alton Porter. <br />Members of Council Absent: Mike Clausen. <br />Members of City Executive Staff and City Employees Present: City Secretary Martha Gillett, Assistant City <br />Secretary Sharon Harris, Interim City Manager John Joerns, Public Works Director Steve Gillett, Police Chief <br />Richard Reff, Parks & Recreation Director Stephen Barr, EMS Chief Ray Nolen, Planning Director Wayne <br />Sabo, Interim Finance Director Michael Dolby, Assistant to the City Manager Crystal Scott, Assistant Police <br />Chief Aaron Corrales and Golf Course Manager Alex Osmond. <br />Members of Staff present: Budget/Investment Officer Shelley Wolny, Patrol Lieutenant Carl Crisp, Assistant <br />Utility Superintendent Don Pennell, Operations Manager Marlene Rigby, Equipment Services Supervisor <br />Isabel Salinas, Patrol Sergeant Matthew Daeumer, Downtown Revitalization Coordinator Debra Dye, Special <br />Services Superintendent Karen Beerman, Building Maintenance Tech Supervisor Randy Cernosek and CID <br />Lieutenant Stephen Deardoff. <br />City of La Porte Retirees and citizens present: Mrs. Salinas, Sammy Jacobs and Jay Dunham <br />2. OPENING REMARKS — Mayor Porter <br />3. FINANCIAL OVERVIEW — M. Dolby <br />Interim Finance Director Michael Dolby provided Mayor and Council with a brief overview and summary of <br />the financial status of the City. <br />The General Fund Model was discussed. <br />Mr. Dolby reported the news received on property tax revenues was favorable. <br />Utility funds — Mr. Dolby reported no problems with this fund. <br />La Porte Area Water Authority — Mr. Dolby reported no problem with this fund. <br />Golf Course Fund- staff is in hopes the play will increase and they will meet projections. Inclement weather <br />has contributed to lack of play. <br />Sylvan Beach Fund — Mr. Dolby reported no problems with this fund. <br />Airport Fund — Mr. Dolby reported this fund is running ahead of schedule. <br />Council requested staff to report back on fluctuations in water consumption. <br />Council discussed and received overview of update of Revenues and Expenditures. <br />Mr. Dolby reported on the following: <br />General Fund Tax Collections <br />In Lieu tax trends <br />
