City Council Retreat Meeting — April 14, 2007 - Page 4 <br />Interim City Manager John Joerns provided Mayor and Council and overview of the Fiscal Year 07-08 <br />Projected New Annual Commitments/Revenue <br />Parks & Recreation Director Stephen Barr provided an overview of the Heritage Society. <br />The City of La Porte could provide property insurance on Building at the Heritage Society our insurance will <br />allow us to cover the building. Mr. Barr also provided an overview of past and future projects and City of La <br />Porte costs. The property belongs to the City of La Porte and Heritage Society owns the building. <br />Council gave staff direction to meet with Board on building deed being owned by City of La Porte and its <br />lease back and to determine what annual budget concerns will City of La Porte be able to provide. <br />Interim City Manager John Joerns will review Hotel/Motel regulations. <br />7. LUNCH <br />Council retired to lunch at 11:40 <br />Council returned at 12:30. <br />8. COMPENSATION UPDATE <br />Interim City Manager gave an overview of the status is underway and the general population still needs to be <br />done. <br />Three weeks to bring back emergency personnel. <br />Chief of Police Richard Reff gave an overview of the proposed Police Department restructuring. Chief Reff <br />informed Council he wants to add a second Assistant Police Chief slot. He recommended anyone who wants <br />to apply for both Assistant positions would need to test. Council directed staff not require the Assistant Chief <br />Corrales to test for the one of the positions since he has currently been filling that position for a number of <br />years. Reff was directed to test for 2°d position only. Title to be determined when council approves the <br />ordinance authorizing the second position. <br />9. Council retired to a short break at 1:50 p.m. <br />Council returned at 2:05 p.m. <br />10. MISCELLANEOUS REPORTS (MAY BE DELAYED) <br />Parks and Recreation Director Stephen Barr gave an overview of the Swimming Pool, Fitness Center and <br />Sylvan Beach Operations. <br />Council requested Parks & Recreation to do a survey of similar facilities. <br />Council suggested Parks and Recreation consider featuring rental properties and the golf course in the next <br />City calendar. <br />Parks & Recreation Director Stephen Barr noted photo contest was already announced for the 2008 calendar <br />but could consider suggestion for the 2009 calendar. <br />Alex Osmond reported on the Golf Course. <br />Council suggested Mr. Osmond consider running quarterly specials. <br />
