Council discussed existing polling location concerns and provided staff with direction. <br /> <br />Council member Clausen stated he would like to see the City change the Charter to <br />Plurality and that would eliminate run-off elections. <br /> <br />City Hall and Fire Station 2 were discussed as possible places to have polling location. <br /> <br />It was noted there may be a problem with Fire Stations and 100 feet restrictions. <br /> <br />Council directed staff to bring this item back in the future for further discussions. <br /> <br />B. Council discussed findings of Dangerous Building Inspection Board and directed staff to <br />move forward and set a Public Hearing Date on July 23,2007. <br /> <br />10. Closed the Workshop meeting and reconvened Regular Meeting at 7:22 p.m. <br /> <br />11. Council to consider approval or other action regarding an ordinance approving and <br />authorizing an Interlocal Agreement between the City of La Porte and North Central Texas <br />Council of Governments, for cooperative purchasing for actuarial shared services. <br /> <br />Interim Finance Director Michael Dolby presented summary and recommendation and <br />answered Council's questions. <br /> <br />Assistant City Attorney Clark Askins read: ORDINANCE 3000 - AN ORDINANCE <br />APPROVING AND AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE <br />CITY OF LA PORTE AND NORTH CENTRAL TEXAS COUNCIL OF <br />GOVERNMENTS FOR COOPERATIVE PURCHASING FOR ACTUARIAL SHARED <br />SERVICES; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE <br />SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Council member Rigby to approve Ordinance 3000 as presented. <br />Second by Council member Beasley. The motion carried <br /> <br />Ayes: Mosteit, Beasley, Engelken, Rigby, Clausen, Malone and Porter. <br />Nays: Moser <br />Abstain: None <br />Absent: None <br /> <br />12. Council to consider approval or other action regarding an agreement between the City of La <br />Porte and Gabriel, Roeder, Smith & Co. to perform Actuarial Consulting Services. <br /> <br />Interim Finance Director Michael Dolby presented summary and recommendation and <br />answered Council's questions. <br /> <br />Motion was made by Council member Clausen to approve as presented. Second bv Council <br />member Engelken. The motion carried <br /> <br />Moser stated that he believes that this accrual statement will not be used to complete our <br />promise or obligation to our city retirees and it put their lives into our city but further <br />reduced the city's obligation to the employees and the retirees and what I mean by that is this <br />
