<br />City Council Regular Meeting, Public Hearing and Workshop Meeting -September 10, 2007 <br /> <br />Page 5 <br /> <br />Council discussed solutions and participation from the City, Harris County Precinct 2, Harris <br />County Flood Control, Home Owners Associations and individual citizens to resolve the <br />drainage and flooding issues within the City of La Porte and what could be done short term <br />to assist in approving the current situations occurring. <br /> <br />City Staff will address the comments from citizens made at this meeting and the August 27th <br />City Council Meeting. A maintenance program is in place. <br /> <br />Council advised the citizens to contact the city and let them know if they had received water <br />in the homes in addition to requesting the Bayshore Sun and Houston Chronicle assist by <br />writing an article in the papers. City Staff is coordinating with FEMA for assistance and will <br />forward a list to Council of citizens reporting water in their homes during the rain events. <br /> <br />Councilmember Mosteit inquired if staff had any efforts for maintenance on open ditches in <br />the City of La Porte and would like more concentration on the FIOI Project that floods due <br />to mats in the ditch causing clogging. <br /> <br />Councilmember Moser stated he would like to see more efforts and resources looked into on <br />mowing and cleaning ditches in the city. <br /> <br />Councilmember Beasley requested staff reevaluate the three year storm event due to new <br />development. <br /> <br />Councilmember Engelken requested staff to provide more information to the citizens for <br />assistance from the city on how to contact the Red Cross and/or FEMA if a rain event <br />resulted in flooding. He would also like to see more public awareness about grass clippings <br />being blown by blowers into storm sewers creating clogging. He also mentioned more <br />maintenance need to be concentrated on cleaning storm sewers in the Brookglen Subdivision <br />in addition to Harris County Flood Control assisting by cleaning their ditch in the <br />Subdivision. <br /> <br />Councilmember Mosteit proposed City Council form a Flooding and Drainage Committee to <br />start addressing the issues and began obtaining assistance from Harris County Precinct 2 and <br />Harris County Flood Control District. <br /> <br />City Council wants to form a committee consisting of Councilmembers Clausen, Moser, <br />Engelken and Mosteit. Alternate members will be appointed as well. <br /> <br />Emergency Management Coordinator Jeff Suggs provided an overview on Disaster <br />Assistance and advised individuals to go to the FEMA website and register or call 1-800- <br />621-FEMA if Tropical Storm Erin would be declared a disaster. <br /> <br />Senior Project Coordinator John Randolph of Harris County Flood Control District informed <br />Council he worked with city staff the day of and after Tropical Storm Erin collecting data on <br />high water marks. A survey is being conducted and will be shared with Council after it <br />comes back. <br /> <br />Mr. Randolph advised he will continue to work with the city and staff to get the <br />flooding/drainage issues resolved. <br /> <br />Mayor Porter advised Mr. Randolph there is an issue with Harris County not mowing in the <br />city. Mr. Randolph informed Council Harris County contracts mowing and requested <br />
