Council to consider approval or other action to authorize the City Manager to <br />approve an Ordinance authorizing an interlocal agreement between the City of La <br />Porte and Harris County for Sylvan Beach Coastal Erosion Planning and <br />Response Act Shoreline Project. (3070) - S. Barr <br />E. Council to consider approval or other action to authorize the City Manager to <br />approve an Ordinance adopting the 2008 edition of the National Electrical Code <br />with an effective date of April 8, 2008 (96-2079-L) — D. Wilmore <br />Councilmember Rigby had questions on items B & C. <br />_Motion was made by Councilmember Rigby to vote on item C separately and table until the <br />next meeting. <br />Second by Councilmember Moser. The motion carried. <br />Ayes: Mayor Porter, Mayor Pro-Tem Rigby, Mosteit, Moser, Clausen, Beasley, <br />Engelken, Ebow and Malone. <br />Nays: None <br />Abstain: None <br />Absent: None <br />Council directed staff to bring back the ordinance showing what changes were made and <br />clarify reporting of Emergency Management Coordinator to the Mayor. <br />Motion was made by Councilmember Engelken to approve the consent agenda as <br />presented. Second by Councilmember Ebow. The motion carried. <br />Ayes: Mayor Porter, Mayor Pro-Tem Rigby, Mosteit, Moser, Clausen, Beasley, Engelken, <br />and Malone. <br />Nays: None <br />Abstain: Ebow <br />Absent: None <br />6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX <br />PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE <br />AGENDA. <br />Margaret Compton was not present to address council with her flooding concerns. <br />7. Public Hearing- Council discussed the first of two public hearings to discuss annexation of <br />property located within the Battleground Industrial District and more specifically described <br />as four (4) tracts of land by Issac Heller, Two-Eighteen-M-Texas, Two Zero-One-M-Texas, <br />
