<br />Special Called Regular Meeting, Public Hearings and Budget Workshop Meeting 2 <br />August 11 & 12,2008 <br /> <br />Abstain: None <br />Absent: None <br /> <br />Councilmember Rigby requested Council consider allowing any individuals who may <br />want to address Council be allowed to speak. City Secretary Martha Gillett advised <br />the only persons requesting to speak were on public hearing items. <br /> <br />5. Public Hearing - Council to consider recommendation of Planning and Zoning Commission <br />to approve Special Conditional Use Permit (SCUP) Request #SCU08-003 for operating a <br />women's substance abuse recovery center in a Light Industrial Zone, at 942 South 14th <br />Street. <br /> <br />Open Public Hearing - Mayor Porter opened the Public Hearing at 6:05 p.m. <br /> <br />Planning Director Tim Tietjens presented summary and recommendation and answered <br />Council questions. <br /> <br />Public Input- The following citizens addressed Council: <br /> <br />Marie Meehan, Director of % House for Woman - spoke in favor of the request. <br /> <br />Diane Campbell - of Lutheran Church - spoke in favor of the request. <br /> <br />Theresa Bayer - member of Lutheran Church - spoke in favor of the request. <br /> <br />Connie Fortune - 309 S. Virginia - works for Alanon -- spoke in favor of the request. <br /> <br />Mary Cummings - teacher at La Porte Elementary - spoke in favor of the request. <br /> <br />The Public Hearing was closed at 6:23 p.m. <br /> <br />Recommendation of Planning and Zoning Commission - recommended approval of <br />Special Conditional Use Permit #SCU08-003 for operating a women's substance abuse <br />recovery center in a Light Industrial Zone, at 942 S. 14th Street. <br /> <br />6. Council to consider approval or other action regarding Ordinance 1501-F6 and Special <br />Conditional Use Permit #SCU08-003 for operating a women's recovery center at 942 S. <br />14th Street. <br /> <br />Assistant City Attorney Clark Askins read: 1501-F6- AN ORDINANCE AMENDING THE <br />CODE OF ORDINANCES OF THE CITY OF LA PORTE, CHAPTER 106, MORE <br />COMMONLY REFERRED TO AS THE ZONING ORDINANCE OF THE CITY OF LA <br />PORTE, BY GRANTING A SPECIAL CONDITIONAL USE PERMIT #SCU08-003 FOR <br />THAT CERTAIN PARCEL OF LAND DESCRIBED AS FOLLOWS, TO-WIT: 2.44 ACRE <br />TRACT DESCRIBED AS LOTS 1 THRU 32, BLOCK 867, INCLUDING TR A <br />(ABANDONED ALLEY), JOHNSON HUNTER SURVEY, ABSTRACT 35, LA PORTE, <br />HARRIS COUNTY, TEXAS FOR THE PURPOSE OF DEVELOPING A WOMEN'S <br />
