<br />Minutes of Regular Meeting and Workshop Meeting held on March 23, 2009 <br /> <br />Page 3 <br /> <br />whether he was speaking as a Councilman or a contractor for LPISD. He noted concerns <br />on citizens not being able to speak at that meeting as well. In addition, he alleged Council <br />that Mr. Clausen and staff have not filed conflict of interest forms. Lastly, he alleged the <br />Council of concerns with Mr. Bottoms co-owing his home with Eddie Gray. <br /> <br />Darlene Gamble-Bays, 616 Baywood, shared concerns with the location of the placement <br />of Bayshore Elementary School, asked that the city re-evaluate the proposed location. <br /> <br />Phillip Hoot, 927 Seabreeze, is pleased that the City has begun having Meet and Confer <br />Meetings again. He is pleased with the pending decision for the city to purchase Happy <br />Harbor property. Said that the traffic study that was done was flawed due to the time it was <br />done, noted closing this street would have a negative impact. <br /> <br />Councilman Clausen encouraged public to stay for the City Council's comments so they <br />could hear his response to their comments. <br /> <br />7. Council to consider approval or other action of an ordinance approving updated Employee <br />Policy Handbook (Ord. 3129) - H. Weger <br /> <br />Human Resources Manager Heather Weger presented summary and recommendation <br />and answered Council's questions. <br /> <br />Councilman Rigby commented on the portion of policy concerning nepotism and informed <br />Council that language concerning amendment of City Charter by Government Code should <br />be revised, either by rewording or deleting relevant wording. <br /> <br />Assistant City Attorney Clark Askins read Ordinance 3129, AN ORDINANCE ADOPTING <br />THE CITY OF LA PORTE EMPLOYEE POLICIES HANDBOOK DATED APRIL 1, 2009, <br />PROVIDING A SEVERABILITY CLAUSE; CONTAINING A REPEALING CLAUSE; <br />FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN <br />EFFECTIVE DATE HEREOF. <br /> <br />Motion was made bv Councilmember Mosteit to approve Ordinance 3129 as <br />recommended bv staff with chanqe in the nepotism section. Seconded by Councilmember <br />Clausen. Motion carried. <br /> <br />Ayes: Mosteit, Engelken, Malone, Clausen, Tommy Moser, Louis Rigby, Black, Ebowand <br />Porter <br />Nays: None <br />Abstain: None <br />Absent: None <br /> <br />8. Council to consider approval or other action authorizing City Manager to execute two (2) <br />agreements with Klotz Associates to perform design, bid and construction phase services <br />and an impact analysis for Drainage Projects for a total cost of $75,100.00 - S.
