<br />Minutes of Regular Meeting, Public Hearing and Workshop of City Council on October 26, 2009 <br /> <br />4 <br /> <br />City Administrator of the City of Morgan's Point Ken Bays - addressed City Council <br />emphasizing the planning and construction of the proposed Hike and Bike Trail System. <br /> <br />Mayor of the City of Morgan's Point Pat Grimes - addressed City Council regarding the <br />proposed Hike and Bike Trail System and the benefits which would include the City of La <br />Porte citizens. <br /> <br />Councilman of the City of Morgan's Point Mike Fowler - addressed City Council also <br />regarding the proposed Hike and Bike Trail System and the usefulness of the trail by <br />citizens. <br /> <br />Recommendation of Staff - Staff recommended approval of ordinance 3195, <br /> <br />Mayor Beasley closed the Public Hearing at 7:05 p.m. <br /> <br />8. Council to consider approval or other action regarding an ordinance authorizing the City <br />Manager to execute an interlocal agreement with the City of Morgan's Point, Texas for <br />inclusion of a portion of the Donaldson Ave. right-of-way in Morgan's Point Hike and Bike <br />Trail System - (Ord. 3195) - T. Tietjens <br /> <br />Assistant City Attorney Clark Askins read Ordinance 3195, AN ORDINANCE APPROVING <br />AND AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LA <br />PORTE AND THE CITY OF MORGAN'S POINT, FOR CONSTRUCTION OF A HIKE AND <br />BIKE TRAIL ON DONALDSON AVENUE, WITHIN THE CITY OF LA PORTE, MAKING <br />VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT, FINDING <br />COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE <br />DATE HEREOF. <br /> <br />Motion was made by Councilmember Black to approve Ordinance 3195 as presented by <br />Mr. Tietiens. Second by Councilmember Moser. Motion carried. <br /> <br />Ayes: Black, Leonard, Clausen, Engelken, Moser and Beasley <br />Nays: Rigby <br />Abstain: None <br />Absent: Mosteit and Malone <br /> <br />9. Council to consider approval or other action regarding a resolution to participate in the <br />2009 American Recovery and Reinvestment Act's Energy Efficiency and Conservation <br />Block Grant Program - (Res. 2009-11) - T. Tietjens <br /> <br />Planning Director Tim Tietjens presented summary and recommendation and answered <br />Councils' questions. <br /> <br />Assistant City Attorney Clark Askins read Resolution 2009-11, A RESOLUTION <br />DECLARING THE INTENT OF CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS TO <br />PARTICIPATE IN THE 2009 AMERICAN RECOVERY AND REINVESTMENT ACT <br />
