Council to consider approval or other action authorizing City Manager to sign grant and <br />other documents for speed and intersection traffic control STEP grant (Res. 2010-01) - K. <br />Adcox <br />Assistant City Attorney Clark Askins read the following agenda captions: <br />Ordinance 3223 - AN ORDINANCE AMENDING CHAPTER 6, "ALCOHOLIC <br />BEVERAGES" AND CHAPTER 50 "PARKS AND RECREATION" OF THE CODE OF <br />ORDINANCES OF THE CITY OF LA PORTE, TEXAS; CONTAINING A SEVERABILITY <br />CLAUSE; CONTAINING A REPEALING CLAUSE; CONTAINING AN OPEN MEETINGS <br />CLAUSE; PROVIDING THAT ANY PERSON VIOLATING THE TERMS OF THIS <br />ORDINANCE SHALL BE DEEMED GUILTY OF A MISDEMEANOR AND UPON <br />CONVICTION SHALL BE FINED IN THE AMOUNT NOT TO EXCEED FIVE HUNDRED <br />DOLLARS; PROVIDING FOR PUBLICATION OF THE CAPTION HEREOF; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br />Resolution 2010-01 -WHEREAS, INJURIES AND DEATHS FROM TRAFFIC CRASHES <br />BRING LOSS AND SUFFERING TO THE CITIZENS OF THIS COMMUNITY; AND <br />WHEREAS, THE COST OF SUCH INJURIES BRINGS ECONOMIC HARDSHIP TO <br />FAMILIES; AND <br />WHEREAS; THE COMMUNITY'S HEALTH CARE SYSTEM AND EMERGENCY <br />RESPONSE RESOURCES ARE SIGNIFICANTLY IMPACTED BY INJURIES OF <br />TRAFFIC CRASHES; AND <br />WHEREAS; RESEARCH SHOWS THAT SPEED IS A CAUSATIVE FACTOR IN MANY <br />TRAFFIC CRASHES; AND <br />
