Minutes of Regular Meeting, Public Hearing and Workshop Meeting of La Porte City Council on March 8, 2010 4 <br />Motion was made by Councilmember Moser to approve Ordinance 3226 as presented by <br />Mr. Askins. Second by Councilmember Rigby. Motion carried. <br />Ayes: Engelken, Rigby, Moser, Leonard, Clausen, Black, Mosteit and Mayor Beasley <br />Nays: None <br />Abstain: None <br />Absent: None <br />8. Mayor Beasley administered Oath of Office to the newly appointed At Large Position A <br />Councilmember John Zemanek. <br />Council took the Executive Session out of order at this time. 6:52 p.m. See below. <br />Councilmember Engelken abstained from participating in the executive session item <br />involving Centerpoint Energy. <br />Council retired from Executive Session and returned to the table at 7:43 p.m. <br />9. Receive 2009 Comprehensive Annual Financial Report — M. Dolby <br />Finance Director Michael Dolby introduced Paula Lowe of Pattillo, Brown and Hill, L.L.P. <br />who provided the 2009 Comprehensive Annual Financial Report. She informed City <br />Council the City received the highest rating it could receive. <br />10. Consider approval or other action authorizing City Manager to convey lots (Block 105, Lots <br />12, 13, and 14) held in trust by the City to Habitat for Humanity to construct affordable <br />housing — J. Joerns <br />Assistant City Manager John Joerns presented summary and recommendation and <br />answered Councils' questions. <br />Motion was made by Councilmember Moser to authorize the City Manager to convey lots <br />(Block 105, Lots 12, 13, and 14) held in trust by the City to Habitat for Humanity to <br />construct affordable housing as presented by Mr. Joerns. Second by Councilmember <br />Mosteit. Motion carried. <br />Ayes: Engelken, Rigby, Moser, Leonard, Clausen, Black, Mosteit, Zemanek and Mayor <br />Beasley <br />Nays: None <br />Abstain: None <br />Absent: None <br />11. Consider approval or other action regarding a resolution authorizing the issuance of <br />Certificates of Obligation for Drainage Improvement Projects (Res. 2010-03) — M. Dolby <br />
