11. Council Comments: Matters appearing on agenda; recognition of community members, city <br /> employees, and upcoming events; inquiry of staff regarding specific factual information or existing <br /> policy — Councilmember's Engelken, Black, Mosteit, Clausen, Martin, Moser, Zemanek, Leonard, <br /> and Mayor Rigby. <br /> Councilmembers Engelken, Mosteit, Martin, Moser, Zemanek, Leonard and Clausen congratulated <br /> Crime Prevention Officer Sherman Moore on his retirement. Councilmember Mosteit also <br /> congratulated Bay Area Houston Economic Partnership for their recognition. Councilmember <br /> Clausen congratulated LyondellBasell on their recognition. Councilmember Martin encouraged <br /> citizens and the city to subscribe and advertise to the Bay Area Observer. Councilmember Moser <br /> asked staff to provide Ms. Brown with answers to her questions. Councilmember Leonard <br /> congratulated LyondellBasell on their recognition. Mayor Rigby congratulated Sherman Moore on <br /> his retirement and also said that Sylvan Beach Day was well attended and a great time was had by <br /> all. Thanks to Patrice for getting the microphones working correctly. <br /> 12. City Council reserves the right to meet in a closed session on any agenda item should the <br /> need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the Texas <br /> Government Code. <br /> Notice is hereby given that the City Council will meet in a closed session in accordance with the <br /> following provision(s) of the Texas Open Meetings Act: <br /> Texas Government Code, Section 551.071(1)(A) — Pending or Contemplated Litigation — State of <br /> Texas vs. Port of Houston mediation update. <br /> Texas Government Code, Section 551.071(2) — Consultation with City Attorney — discuss City of <br /> La Porte - Flanagan Shipping lease agreement. <br /> 13. Reconvene into Regular Session and Consider Action, if any, on items discussed in <br /> Executive Session. <br /> Council reconvened the regular meeting at 8:22 p.m. <br /> Mayor Rigby stated Council had received an update on mediation and gave direction to staff on <br /> some legal issues. He also stated that staff is directed to sell the property. <br /> 14.
