CALL TO ORDER <br />Mayor Rigby called the meeting to order at 6:00 p.m. Members of Council present: <br />Councilmembers Engelken, Leonard, Zemanek, Kaminski, Mosteit, Clausen, and Moser. Also <br />present were City Secretary Patrice Fogarty, City Manager Corby Alexander, and Assistant City <br />Attorney Clark Askins. Absent: Councilmember Martin. <br />2. INVOCATION - The invocation was given by Don Hill, La Porte Inter Church Council. <br />3. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Councilmember Dottie <br />Kaminski. <br />4. PRESENTATIONS, PROCLAMATIONS, and RECOGNITIONS <br />(a) Recognition — La Porte Police Department — Texas Police Chiefs Association Best Practices <br />Recognition — Mayor Rigby <br />5 <br />6. <br />Richard Reff presented Chief Adcox, Assistant Chief Parker and Assistant Chief Deardorff with an <br />award for the "Texas Police Chiefs Association Best Practices Recognition." Chief Adcox provided <br />a few words as well. <br />PUBLIC COMMENTS (Limited to five minutes per person.) <br />Ginny Garrett, 203 Bay Colony Circle, spoke in opposition to Item 7a, the Centennial Gate Concept <br />Mike Shannahan, 200 S. Virginia, thanked Council and staff for being in support of the residents in <br />the community, in addition to speaking in opposition to the Centennial Gate Concept -Item 7a. <br />Ed Bluestein, 603 Bayridge Rd., Morgan's Point spoke in opposition to the Centennial Gate <br />Concept- Item 7a. <br />CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted <br />by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br />item be removed and considered separately.) <br />(a) Consider approval or other action regarding the minutes of the regular council meeting <br />held October 28, 2013 — P.
