Councilmember Moser asked Chief of Police Adcox to explain the difference between racial <br />profiling and a good police officer. Mr. Adcox responded he believes it is a police officer performing <br />their duties in a non -biased manner and not targeting someone because of their race, ethnicity, <br />sexual preference, or any other thing of difference in human beings. <br />(b) Receive 2013 City of La Porte Police Department Annual Crime and Activity Report -- K. <br />Adcox <br />Chief of Police Ken Adcox provided the 2013 City of La Porte Police Department Annual Crime and <br />Activity Report and provided a PowerPoint Presentation. <br />Councilmember Moser requested a breakdown of where drugs are being found in a district — i.e. <br />whether in apartment complexes or residences and a list of self -initiated calls with the time of calls. <br />(c) Receive Delinquent Tax Report — T. Leach <br />Assistant City Manager Traci Leach provided the Delinquent Tax Report. There were no questions. <br />8. ADMINISTRATIVE REPORTS <br />(a) Receive report from City Manager <br />• Zoning Board of Adjustment Meeting, Thursday, February 27, 2014 <br />• City Council Meeting, Monday, March 10, 2014 <br />City Manager Corby Alexander advised three homes were sold on the Northside via the Harris <br />County Home Program; he showed two videos for commercials to be aired next week through <br />March 1 S"', highlighting spring events in La Porte and sent kudos to Public Relations and Marketing <br />Specialist Jaree Hefner for her work on the videos. <br />9. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community <br />members, city employees, and upcoming events; inquiry of staff regarding specific factual <br />information or existing policies — Councilmembers Clausen, Martin, Moser, Kaminski, Zemanek, <br />Leonard, Engelken, Mosteit and Mayor Rigby. <br />Councilmember Martin congratulated Chief Adcox and the Police Department on the report and City <br />Manager Corby Alexander, Assistant City Manager Traci Leach and Public Relations and Marketing <br />Specialist Jaree Hefner on the two videos viewed by Council; Councilmember Moser commented <br />on the Food Drive held the past weekend with over 200 people who were distributed food; <br />Councilmember Kaminski thanked Chief Adcox for the reports, Jaree Hefner for her work on the <br />videos, and commented the Food Drive had a great turnout; Councilmember Zemanek recognized <br />and congratulated Councilmember Kaminski for being a finalist for Public Official of the Year and <br />wished her the best for winning the award at the luncheon to be held on March 7th; Councilmember <br />Engelken congratulated the Police Department and Jaree Hefner for her work on the videos; <br />Councilmember Mosteit reminded everyone of the Lomax Park Dedication this coming Saturday <br />and Mayor Rigby commented the ribbon cutting for Farrington Road was attended by Council and <br />sent kudos and appreciation to Hams County for their contributions. <br />10. EXECUTIVE SESSION: The City reserves the right to meet in closed session on any agenda item <br />should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the <br />Texas Government Code, including, but not limited to, the following: <br />Texas Government Code, Section 561.074 — Deliberations regarding Personnel Matters <br />concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal <br />of a public officer or employee, unless the officer or employee requests a public hearing: Patrice <br />Fogarty, City Secretary and Corby Alexander, City Manager. <br />Texas Government Code, Section 551.072 — For the purpose of deliberation the purchase, <br />exchange, lease or value of real property: Former Texas Parks and Wildlife Building. <br />Page 3 of 4 <br />February 24, 2014, Council Meeting Minutes <br />
