(c) Presentation - — Port of Houston Executive Director Roger Guenther— Overview of the Port <br /> of Houston Authority. <br /> Port of Houston Executive Director Roger Guenther provided an Overview of the Port of Houston <br /> Authority and commented the success in 2015 was enjoyed, and over 1 million jobs were created. <br /> Mr. Guenther spoke on future businesses at the terminal and encouraged Council to take a Port <br /> tour on the MN SAM HOUSTON, which is typically a 90-minute cruise. Councilmember Engelken <br /> commented he would like to see the City of La Porte and the Port of Houston partner and facilitate <br /> the truck traffic issues on Fairmont Parkway. <br /> 5. PUBLIC COMMENTS (Limited to five minutes per person.) <br /> Donna O'Conner, 217 Sylvan St., addressed Council in support of tax relief for senior citizens and <br /> thanked Council for the City services. <br /> James Matteson, 105 Summer Winds, addressed Council in support of tax relief for disabled <br /> citizens. <br /> Steve Coycault, 4315 Maidenhead Dr., Pasadena, addressed Council in support of tax relief for <br /> senior citizens and advised Council he will continue to support the citizens. <br /> 6. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted <br /> by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br /> item be removed and considered separately.) <br /> (a) Consider approval or other action regarding the minutes of the Regular Meeting, including a <br /> Budget Workshop Meeting held on August 10-11, 2015— P. Fogarty <br /> (b) Consider approval or other action authorizing the Mayor to execute an Interlocal Agreement <br /> with the City of Morgan's Point for municipal court services— D. Mitrano <br /> (c) Consider approval or other action authorizing the City Manager to execute an agreement <br /> with Bayside Terrace Civic Club for a Community Cooperation Project (New Neighborhood <br /> Entryway Sign) —T. Leach <br /> (d) Consider approval or other action regarding a Resolution authorizing publication of a notice <br /> of intent to issue certificates of obligation, distribution of a preliminary official statement, and <br /> other matters relating thereto— M. Dolby <br /> (e) Consider approval or other action authorizing an agreement with Patillo, Brown and Hill for <br /> auditing services for fiscal years 2015, 2016 and 2017 — M. Dolby <br /> (fl Consider approval or other action authorizing the Mayor to execute an Employment <br /> Agreement with City Manager Corby Alexander—Mayor Rigby <br /> Regarding .Consent Item D, Councilmember Earp questioned the $4,000,000.00 of certificates of <br /> obligation for projects listed on the agenda request vs. the total obligation of $8,000,000. Finance <br /> Director Michael Dolby responded $4,000,000.00 for infrastructure this year, and the remaining <br /> $4,000,000.00 in proceeds for the next year. <br /> Regarding Consent Item C, Mayor Rigby questioned if the total contribution for the City is <br /> $5,000.00.
