STATUTORY AGENDA a. Presentation, discussion, and possible action to increase the City of La Porte, Texas, Emergency Medical Service (EMS) billing rates for City of La Porte residents and non- residents commencing with the City of La Porte 2023-2024 budget year. [Lisa Camp, EMS Chief] Mayor Pro Tern Engelken moved to increase the City of La Porte, Texas, Emergency Medical Service (EMS) billing rates for City of La Porte residents and non-residents commencing with the City of La Porte 2023-2024 budget year; the motion was seconded by Councilperson Lunsford; the motion was adopted, 8-0. 8. REPORTS a. Receive report of the Fiscal Affairs Committee meeting. [Mayor Pro Tem Engelken] Mayor Pro Tern Engelken said the Committee met, recommended item 6b above, received a purchasing report, and set the next meeting for November 13. b. Receive report of the Drainage and Flooding Committee meeting. [Councilperson Martin] Councilperson Martin said the Committee met, received a briefing on the Brookglen Subdivision Storm Sewer Improvements project, and set the next meeting for August 14. 9. ADMINISTRATIVE REPORTS • Planning and Zoning Commission meeting, July 20 • La Porte Development Corporation Board meeting, July 24 • City Council meeting, July 24 The City Manager said staff would be addressing the items in Mrs. Turner's photos. 10. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed or taken. The Council thanked Mrs. Turner for taking time to address the Council; congratulated the Parks Department for the success of the Red, White, and Brews event; thanked Officer Mendoza for her professionalism; congratulated the employees recognized for service awards; and expressed pleasure and thanked the Rotary Club for the Fourth of July parade. 11. EXECUTIVE SESSION a. Texas Government Code Sec. 551.074-Personnel Matters. Deliberation regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public official or employee - City Council will meet in closed session with City Secretary Lee Woodward.
