Presentation, discussion and possible action to provide staff direction on proposed <br />regulations for short-term rental (STR) use in the City of La Porte. [Teresa Evans, Director of <br />Planning and Development] <br />Ms. Evans reviewed proposed updates to the regulations. The Council requested strong <br />enforcement provisions. Mayor Rigby moved that staff take the direction given this evening and <br />return with an updated ordinance for consideration, the motion was seconded by Mayor Pro Tem <br />Engelken; the motion was adopted, 9-0. <br />7. REPORTS <br />a. Presentation of Quarterly Strategic Plan Update. [Matt Daeumer, Assistant City Manager] <br />Mr. Daeumer provided highlights from the quarterly Strategic Plan update. <br />b. Receive report of the Drainage and Flooding Committee meeting. [Councilperson Martin] <br />Councilperson Martin reported the Committee met and received updates on drainage projects and <br />set the next meeting for November 13. <br />8. ADMINISTRATIVE REPORTS <br />• Planning and Zoning Commission meeting, October 19 <br />• La Porte Development Corporation Board of Directors meeting, October 23 <br />• City Council meeting, October 23 <br />• Zoning Board of Adjustment meeting, October 26 <br />City Manager Corby Alexander said the Texas Water Development Board's Board of Directors met <br />and approved $13.8 million for the City's request for the Lomax lift station project. <br />9. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items <br />of community interest; and/or inquiries of staff regarding specific factual information or existing <br />policy from the Mayor, Councilpersons, and City staff, for which no formal action will be <br />discussed or taken. <br />Councilpersons said the Galveston Bay Foundation acquired a large parcel next to Shady River to be <br />a wildlife preserve, reported a successful weekend event by the Rotary Club at the Lomax Arena and <br />thanked Kayla and Gabriel for their assistance, commended Jeff at the SPORT Center for his work with <br />local youth, discussed the appointment of Denise Mitrano as an associate judge, recounted the event <br />at the La Porte Historic Colored Schoolhouse on its 60th anniversary and the interesting presentation <br />made; and shared that some Councilpersons had attended the Texas Municipal League's Annual <br />Conference last week. <br />10.
