8. REPORTS a. Report of the LaPorte Development Corporation Board of Directors meeting. [Mayor Pro Tem Engelken] Mayor Pro Tern Engelken said the Board had met, received an update from Ed Revak on his plans for the building at 228 West Main Street, awarded an enhancement grant not to exceed $6,200 for enhancements at Sam and Dave's; and opened a 60-day comment period for a potential project at 1001 S. Highway 146 for an incentive payment up to $587,093.00. 9. ADMINISTRATIVE REPORTS • Drainage and Flooding Committee, October 14 • City Council, October 14 • Planning and Zoning Commission, October 17 Finance Director Michael Dolby provided a fund balance update. 10.COUNCIL COMMENT - Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed. Councilpersons thanked staff for their concerted pipeline fire response, especially the first responders and noted the community's appreciation of communications during the event; shared the success of the Chamber's First Responder's Golf Tournament;
