Councilperson Martin signed a conflict of interest affidavit and did not participate <br />in the discussion or vote on item 4d. Mayor Pro Tem Engelken moved to adopt <br />item 4d the motion was seconded by Councilperson Williams: the motion was <br />adopted. 8-0. <br />5. Public Hearings and Associated Ordinances <br />a.
