•r <br />• MINUTES <br />CIVIL SERVICE <br />COMMISSION MEETING <br />JANUARY 13, 1983 <br /> <br />PRESENT: Keith Trainer, ~4eldon Randall, Chief Freeman, and <br />Mary Davis. <br />The meeting was called to order by the Chairman, Keith Trainer. <br />The Minutes of the August 10, 1982 meeting were read and approved. <br />iaeldon Randall made a motion to re-elect Keith Trainer to a second <br />term as Chairman of the Civil Service Commission. Chairman Trainer <br />made a motion to re-elect Weldon Randall to a second term as Vice- <br />Chairman. Both motions carried. <br />Chairman Trainer asked that the Director request an update from <br />Mayor Cline regarding the current status on the appointment of a <br />Civil Service Commissioner to fill the vacancy created when Dexter <br />Joyner resigned from his appointment as Civil Service Commissioner <br />on November 17, 1982. <br />• Chairman Trainer read a letter from Lieutenant Powell requesting <br />an opinion from the Civil Service Commission regarding the City of <br />La Porte's policy concerning payment of overtime for 'Staff-level' <br />employees and its' apparent conflict kith 1269p. A dicussion followed <br />with Chairman Trainer stating that he would draft a letter to Lieutenant <br />Powell informing him of the Commission's decision. <br />Mr. Bob Berard, an administrative specialist with TCLEOSE, gave a <br />brief presentation to the Commission on the Citys' Departmental <br />Rules and what changes he;feels need to be made. He stated that <br />he felt that the current Departmental Rules lack organization. He <br />thought that the Rules should be divided into four cateclories: <br />1. Goals; 2. Policies; 3. Procedure; and: 4. Rules. Mr. Berard <br />is currently working with Officer Don Kirkley on the revisions <br />and the final draft will be given to the Commission at a later date. <br />There being no further business, the meeting was adjourned. <br />• Keith Trainer, Chairman Marv Davi~ Director <br />
