AT POLICE DEPARTMENT TRAINING ROOM <br />CALL TO ORDER <br />The meeting was called to order at approximately 11:08 <br />2. MEMBERS FROM THE CIVIL SERVICE COMMISSION AND THE POLICE <br />DEPARTMENT IN ATTENDANCE <br />Keith Trainer, Civil Service Commission <br />Les Bird, Civil Service Commission <br />Mike Garcia, Civil Service Commission <br />Ron Parker, Asst. Chief of Police <br />Megan Drummond, Interim Civil Service Director <br />Doug Ditrich, Patrol Sergeant <br />Matt Daeumer, Patrol Sergeant <br />Audience: <br />Officer Sherman Moore; <br />3. APPROVAL OF MINUTES FROM OCTOBER 28, 2009 <br />4. REVIEW APPLICATION OF SENIORITY POINTS TO LIEUTENENTS <br />PROMOTIONAL EXAM <br />-For the Lieutenant's promotional exam seniority points were calculated at one point for <br />each year of total service with the City of La Porte Police Department as a commissioned <br />Police Officer up to a maximum of ten (10) points, as stated in the Civil Service Rules <br />and Regulations. <br />-Matt Daeumer is appealing the application of seniority points <br />-Daeumer indicates that in 1997 Louis Rigby applied seniority points to the exam based <br />on time in grade rather than time in commission, his concern is with the lack of <br />consistency and how the points were applied to his exam. <br />-Keith Trainer expresses that the commission has no foundation to change the rule. Only <br />in a tie -breaker will time in grade be used to determine placement of candidates on the <br />certified list. <br />-Ron Parker interjects that this did in fact occur in 1997, that the points were applied as <br />time in grade <br />-Keith Trainer — The commission does not have the authority to change the law. <br />
