<br />2005 COMPREHENSIVE PLAN REVIEW COMMITTEE <br /> <br />MINUTES OF AUGUST 1, 2005 <br /> <br />COMMITTEE MEMBERS PRESENT: Betty Waters, Ed Matuszak, Chester Pool, David Brady <br />MEMBER ABSENT: John Tomerlin <br /> <br />CITY STAFF PRESENT: Planning Director Wayne Sabo, City Planner Masood Malik <br /> <br />1. CALL TO ORDER <br /> <br />Meeting called to order by Chairperson Betty Waters at 7: 1 0 p.m. <br /> <br />2. APPROVE MINUTES OF THE JULY 18, 2005, MEETING <br /> <br />Motion by David Brady to approve the minutes of July 18, 2005. Second by Chester Pool. The <br />minutes were approved as presented. <br /> <br />3. REVIEW LAND USE PLAN <br /> <br />The following was noted during the discussion: <br /> <br />o The goal of the Land Use Plan is to achieve greater conformity in the zoning of the City. <br />o Shaw Maintenance, Inc. Property along Underwood Road contains three different zones. <br />Suggestion was made to change it to a "Planned Unit Development" to conform with the <br />Ordinances. <br />o Examples of current Planned Unit Developments include the Joe Fogarty project near the golf <br />course and the Texas Import! Export Park. <br />o Two Circle Drive Properties: zoned as commercial, property owners are unable to meet the <br />requirements of commercial zoning. The suggestion was to re-zone the area as part of the <br />Main Street District, allowing it to be mixed commercial/residential. <br />o Concern was expressed over expanding the Main Street District boundaries before it is actually <br />developed. <br /> <br />4. REVIEW TRUCK ROUTE MAP AND THOROUGHFARE PLAN <br /> <br />The following was noted during the discussion: <br /> <br />o Discussion of a right of way north of Barbour's Cut (Ave. H, J, or L) to alleviate congestion. <br />o Objection expressed over making Sens Rd. a truck route. <br />-Question of current road construction standards of materials (will it hold up to heavy trucks)? <br />-What are the benefits to citizens? <br />o Suggestion that Fairmont Pkwy. becoming a toll road may bring im'provements in feeders and <br />overpasses. <br />o Mr. Matuszak to meet with Mr. Joerns soon. <br />o Inclusion of specific timelines was suggested for the Comprehensive Plan; however, the Capital <br />Improvements Program is designed for implementation and specific timelines. <br />o City has inventoried sidewalks and proposed locations for new hike and bike trails are <br />proposed. <br />o Council workshop will meet in September to go over the master sidewalk plan to decide how <br />much funds to appropriate for new construction in addition to appropriations for repairs. <br />
