MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE September 17, 2007 1. Call to Order The meeting was called to order by Assistant City Attorney Clark Askins at 5:31 p.m. Members of City Council Present: Councilmembers, Chuck Engelken, Mike Clausen, Tommy Moser, Mike Mosteit and Howard Ebow (arrived at 5:47 p.m.). Members of City Emplovees Present: Interim City Manager John Joerns, Assistant City Secretary Sharon Harris, Records Technician/Deputy Clerk Bonnie Garrison, and Planning Director Wayne Sabo Others present: Adam Yanelli, Earl Garrison, Shawn Bradstreet, David Janda, Carlos Martinez, and Mr. and Mrs. Stout. 2. Petitions, Remonstrances, communications, and citizens and taxpayers wishing to address the Flooding and Drainage Committee. There was not anyone wishing to address the committee. 3. Discuss Structure of Drainage and Flooding Committee. Councilmembers discussed the structure of the Drainage and Flooding Committee and determined the committee would consist of four members and to appoint a Chairman, Vice- Chairman, and one Alternate. 4. Appoint Chairman and Alternates of the Drainage and Flooding Committee for the City of La Porte. A motion was made bv Councilmember Moser to elect Councilmembers Mosteit as Chairman, Clausen as Vice-Chairman, and Ebow as the Alternate of the Drainaoe and Floodinq Committee. Second bv Councilmember Enqelken. Motion carried unanimouslv. Ayes: Councilmembers Mosteit, Clausen, Moser, and Engelken Nays: None Abstain: None 5. Review Resolution 99-31 of the "Public Improvement Criteria Manual ("PICM") Called for in Ordinance 1444 of the City of La Porte (The Development Ordinance of the City of La Porte), relating to Drainage Criteria and Improvements.
