MEMBER <br />Councilmember District 3 <br />MINUTES OF DRAINAGE AND FLOODING COMMITTEE <br />December 5, 2011 <br />The Drainage and Flooding Committee of the City of La Porte met on Monday, December 5, 2011, at the City Hall Council <br />Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: <br />1. Call to Order <br />Chairman Mike Mosteit called the meeting to order at 5:03 p.m. Members of the Drainage and Flooding Committee <br />present: Chairman Mike Mosteit and Committee Members Chuck Engelken, John Zemanek and Alternate Member Daryl <br />Leonard. Councilmember Dottie Kaminski was also present at the meeting. Absent: Vice Chairman Mike Clausen. <br />Members of City Executive Staff and City Employees Present: <br />City Manager's Office: Steve Gillett and Traci Leach <br />City Secretary's Office: Sharon Harris <br />Planning Department: Tim Tietjens, Julian Garza and Brian Sterling <br />Public Works Department: Dave Mick <br />Consider approval of amended Minutes of the Drainage and Flooding Committee Meeting held on July 11, 2011 <br />and Minutes of the Drainage and Flooding Committee Meeting held on August 4, 2011— S. Harris <br />Alternate Committee Member Leonard moved to approve the minutes as presented. Committee member Zemanek <br />seconded. MOTION PASSED. <br />Ayes: Chairman Mosteit, Committee members Engelken, Zemanek and Alternate <br />Member Leonard <br />Nays: None <br />Absent: Vice Chairman Mike Clausen <br />3. Receive presentation by Texas Energy Coalition or its membership regarding regulatory framework of pipeline <br />industry and discuss areas of concern regarding pipeline/drainage conflicts — T. Tietjens <br />Planning Director Tim Tietjens informed the Drainage and Flooding Committee Members the Texas Energy Coalition and <br />its membership were present to address concerns of existing pipelines, the ability to perform drainage projects due to <br />pipelines and construction practices. <br />Chairman Mosteit requested the Texas Energy Coalition to offer solutions and improvements for De -silting projects in <br />addition to protecting homes and pipelines during heavy rainfall. <br />Alternate Committee Member Leonard questioned if adding new pipelines across current drainage areas could create <br />issues or restrict drainage. <br />Chairman Mosteit commented a recent ordinance had been adopted addressing the depth of new pipelines and not <br />restricting the flow of drainage and prior ordinances were to protect pipelines.
