Impact fees are also subject <br />to certain state regulations that may require advance funding by the City if impact <br />fees are to be utilized. <br />Overall, securing a grant, loan or partnership for a particular project requires <br />significant effort. While grant money is limited, application deadlines and grant <br />program criteria further limit options, and agencies must select from many <br />partnership proposals to best use their limited resources. A targeted, organized, <br />long-term effort to secure funding can improve a municipality's chances of getting <br />the needed monies to fund critical projects. It is recommended that the City <br />consider beginning applications for several of the funding methods discussed above, <br />particularly for those programs offered by TWDB and FEMA. Partnering with <br />HCFCD should also be pursued.
